Good post Smokey,I fail to see a bike path on that illustration. Could it be a bike path is not covered under this grant ? Another misuse of funds by our city ??

CITY COUNCIL MEMBERS TO VOTE ON $490,000 BIKE PATH TONIGHT??
I just received a phone call from a concerned Middletonian and frequent contributor to MiddletownUSA. She spoke with a first-term City Council member today about the proposed use of $490,000 in Department of Energy "funny money stimulus" funds to extend the so-called bike path. He claimed to know very little about the issue to be voted on. Let's see how he votes tonight especially since he is running for re-election in November??

PURPOSE To authorize the City Manager to enter into a contract with SK Construction Company for a 1.9 mile addition to the Great Connection Bike path. BACKGROUND and FINDINGS This project is a 1.9 mile segment of the 90 mile Great Miami River Recreation Trail and extends the existing trail within the City limits. This segment will begin at the current termination near the intersection of State Route 4 and Carmody Boulevard and continue to a proposed parking area East of the abandoned canal headgates. Bids were submitted by 6 contractors for the project on July 11, 2009 with SK Construction Company submitting the lowest and best bid. ALTERNATIVES 1. Do Nothing 2. Award contract to a different contractor
FINANCIAL IMPACT
There is no cost to the City for this project. An Ohio Department of Natural Resources (ODNR) grant provides a 75% match for the total project costs, not to exceed $390,000. The remaining project costs shall be reimbursed to the City through local contributions from Miami Conservancy District ($50,219), Middletown Community Foundation ($50,000), Arthur Harvey Foundation ($25,000), and the Barnitz Foundation ($8,000). The proposals received for this project on July 10, 2009 ranged in price from $433,021.96 to $597,301.75. The low bid submitted by SK Construction Company was 14% lower than the next-lowest bidder (Brumbaugh Construction) and 17% below the engineer’s estimate. |

I like how all the figures are thrown in the story to make this project more "palatable" for the public to swallow. As if these figures are a great deal for the people. The correct vote under the "Alternatives" Section is DO NOTHING.(Find a rational use for the money) Bet none of the Councilmembers vote for that tonight. Just because "there is no cost to the city" doesn't justify ignorant spending on foolish things. This is a project that we have discussed before on this forum. We have stated that few people will use this path and this $433,000 cost for 1.9 miles hardly justifies the cost. This is a classic example of the city having money in it's pocket, having several choices on what to do with that money and again,making the wrong choice. If we asked 10 people to spend this money on something the city really needs, 9 who spend it wisely would be the average Joe citizen and the one who would spend the money on something not needed, not wanted and makes no sense what so ever, would be the city employee. The city manager on down couldn't prioritize this city's needs if their life depended on it. Mercy!!!! Furthermore, why are we talking about this menial agenda item when we have infinitely more important things to deal with in this city? They just don't want to tackle the hard stuff, do they?

Looking at that chart I can see several other areas we need the money for besides a bike path what a waste,the idiots running the show need to go!

TV MIDDLETOWN MALFUNCTION DURING CITY COUNCIL COMMENT PERIOD??
In the middle of a brief presentation by John Soppanish on the now MILLION DOLLAR BIKE PATH, TV Middletown found it necessary to inexplicably "cut in" and showed a 45 second segment of the last Middletown School Board meeting. I found this "glitch" very strange and worthy of further investigation.

I learned last night that a frequent contributor to this MiddletownUSA blog is also a member of the Board of Directors for the Middletown Community Foundation. If so, will you contact Vivian Moon regarding yesterday's first revelation that $50,000 of MCF funds would be used as a match for a newly revealed Ohio Department of Natural Resources grant to extend one two-mile section of the bike path. Several of us are completely perplexed by the recent funding revelations announced by the City Manager and the fact that there now seems to be two separate two-mile segments of the bike path to be constructed.

I will tell you that I called a Council Member yesterday about noon and told him I had concerns about the bike path funds that were going to be voted on.
He didn't seem to know anything about the funding of this project that he would be voting on later in the evening ????? He said he would contact Ms Judy.
Something just doesn't smell right about this entire thing. I'm really glad to see that the City can seem to get grants for what the DOWNTOWNERS want but not for the Middletown Cemetery....after all $65,000 to save the vault is a lot of money!! AND A MILLION DOLLARS FOR A BIKE PATH IS PETTY CASH. |

I just want to make sure I am on the same page here. I thought they were saying that the bike path money talked about last night was from private donations not from any grant money. Is this correct?

Smokey--I assume that u r referring 2 me as a MCF member, and you are correct.
I currently sit on the Finance Committee. The bike path request/granting would be approved by the Appropriations Committee. All approved rerquests come to the full board for readings and an overall vote(unless the grant is $5,000 or less). I do not remember this coming to a vote, as I would have voted "NO". IMO the MCF spends money like the Butler County "drunken sailors" with little after the fact oversight unless it is some small obvious breach of promise(like the current situation with the youth sports program).
If u remember, I posted on this forum when our city manager made a request for the MCF to fund a "downtown czar" as an unofficial arm of the Economic Development Dept.(at a cost of $80,000 per annum for three years),since our head ED person was "decicated to east end development exclusively".
Well--after I made those postings, all MCF members recieved emergency notification about the implied confidentiality of private requests for funding(even if it comes from city govt.!), and all members were required to sign confidentiality forms, promising not to discuss individual requests(even though MCF trumpets all grants and now stickers these locations as being funded by MCF). Do I really care about that form? Absolutely not, and if I violate such agreement, I am willing to face any consequences. My loyalty is to the citizens and the MCF donors--not to any MCF board or pressuring from our disfunctional municipal bureaocracy.
IMO last night's Council meeting was a lot of talk about nothing(as usual).
Very disappointed with the east end/Towne Mall plan that could have been done by virtually anyone, or pulled from past files. NO WAY large public funding should be involved, and there was little to no mention of CBL commitment,approval or their plan for site survival.
Thanks to Ms.Scott-Jones for continuing to be the sensible ?ing Council member.
Mr.Schiavone is going out on a strong note, and will be missed by the citizens when replaced by Mr.Picard.
Mr.Becker made a great statement about hesitancy to involve city funds or acquire ownership in the Tone Mall re-development, though he shamelessly shilled for Mr.Michel's petition.
Ms.Ford continued to impress by being on the citizens' side of all issues.
Mr.Marconi obviously needs to study Mr.Michel's referendum(which took on the EXACT proposal made by the charter review committee--surprise!). I did like Mr.Marconi's proposal to put another issue on the ballot elimimating the at-large positions, and doing so would trump the referendum(or give us two voting options?).
Were Mr.Armbruster and Mr.Mulligan present?

City may seek $1.6M to clean up First Avenue site; Emergency Legislation for Bicycle Path Engineering Services
A request to apply for a $1.6 million brownfield clean-up grant from the state and an engineering services contract for the final section of the Great Miami Recreation Trail bike path are among the issues Middletown City Council is set to address Tuesday night. Council will consider an emergency ordinance to allow the city to apply for a Clean Ohio Revitalization Fund grant of $1.6 million to remediate various issues at the STM Property at the former Sutphin Wrenn Union Paper Mill, 810 First Ave. According to grant application materials, the city is hoping to negotiate a commercial project that could create more than 200 jobs and an annual payroll of about $8 million. The project would include asbestos abatement, building demolition, contaminated soil clean-up and groundwater monitoring. The city hopes to have the project completed and begin new construction on the site by the end of 2011. Council will also consider an emergency ordinance for the fourth and final segment, just under two miles, that would complete a link from Middletown north to the city of Franklin’s corporate limits and connect with the bike path network throughout southwest Ohio. The $54, 670 engineering services contract, which will be awarded to Brandstetter Carroll, will ensure the city is ready to proceed if federal funding becomes available through an energy grant as part of the economic stimulus funding package. The city will be reimbursed for the engineering services by the Miami Conservancy District. Council has also slated an executive session to consider the purchase of property. Council will meet at 5:30 p.m. Tuesday in the Council Chambers of the Middletown City Building, One Donham Plaza.

CITY OF MIDDLETOWN PROPERTY ACQUISITIONS??
Isn't it interesting that the next City Council meeting plus several recent ones have included Executive Sessions for private property acquisition deliberations?? Would any MiddletownUSA participant (especially senior level City employees) like to provide any information for us citizens?? Do any of these closed door sessions involve the use of HUD funds?? Are there any plans to inform us Middletonians if real estate transactions have been completed or are in process??

How ironic that there's millions of HUD plus other Federal "funny money" for bike paths, alley paving, playground equipment, out-of-state consultants, etc., etc., and a shortage of funds for the City to take care of nuisance abatement. Keep notifying City staff of your problems and do keep all of us here informed as to progress (if any). As a homeowner and Ward 2 resident, you deserve equal treatment as anyone living in more affluent portions of Middletown!!

Has the Community Revitalization Department of the City of Middletown addressed your previous complaint(s) regarding tall weeds and grass at the vacant house next to your residence?? Did senior City staff ever get back to you (as promised) to expeditiously resolve this matter?? |
