CDBG/HOME Program --- Owner-Occupied Housing Rehabilitation Revolving Loan Fund 
Acccording to City staff (Planning and Finance Departments), $400,000+ in non-performing HUD-funded repayable low-interest home improvement loans were written off by senior staff about 2003.  They also revealed that another $300,000+ in non-performing portfolio loans were written off by the City in the fall of 2006.

In both cases the City of Middletown was negligent in not providing loan servicing and collection policies and procedures.  In 2007 loan servicing and collection policies/procedures were prepared and implemented by the former Community Development Coordinator, Nelson Self.
