It is a new Social Security Administration building, to replace the one that is just across the street.
 
Don't ask me why...possibly part part of the stimulus???

And to be re-paid by our grandchildren--or, more likely--our great grandchildren.  (Our grandchildren will be hard-pressed to repay the money squandered on the risky schemes that have failed to date on downtown Middletown.)
