From the Butler county board of elections website:
Voter affiliation with a political party is determined when a voter requests either a Republican or Democratic ballot in the Primary Election.
If a voter does not wish to be affiliated with a Political party, he may request an "Issues Only" ballot which will designate him as "No Party," in the Voter Registration Database.
If requesting an "Issues Only" ballot, the voter will not be eligible to vote for candidates in the Primary Election, but may vote in the General Election for the candidates of his choice. A voter may request only one ballot during the Primary Election - "Republican," "Democrat" or "Issues Only." -----------------------------------------
This means you choose a party or you lose your right to vote for a candidate.
