I was informed this week by two former City of Middletown colleagues that the following six FHA Dollar Homes (all situated in Ward 2) were recently demolished using HUD Neighborhood Stabilization Program (NSP-1) funds:
 
1508 Taylor Avenue         2007 Pearl Street         2106 Pearl Street
2011 Linden Avenue        2100 Grand Avenue     115 Crawford Street
 
These properties and four others were conveyed by FHA to the City of Middletown in early 2006.  Later that year they (plus a HUD-funded City-owned and rehabilitated house at 1910 Hill) were conveyed to Neighborhood Housing Services of Hamilton.  In April of 2008 eight of the unsold/non-rehabilitated homes were conveyed by NHS back to the City.  Since that time over $90,000 in rehabilitation work was performed on 1018 Hughes Street.  This house is still unsold with a $65,000 asking price.
 
Over the past 3.5 years almost $200,000 in HUD funds have been spent on this project.  This includes recent demolition costs, property taxes, property insurance, ongoing maintenance, losses on the sale of properties, appraisal and title work, plus significant Law Department, Planning Department and Community Revitalization Department staff time.
 
Doesn't this matter require some explanation?  What was the PLAN?
