   Jeff Michel, a Middletown
landscape designer and community volunteer, is leading an effort to
gather signatures of 1,500 City of Middletown registered voters no
later than August 10.  These signatures on a petition will allow voters
to decide on a City Charter change proposed by a Charter Review
Committee but denied listing on the upcoming November ballot by the
Middletown City Council.
