For Program Year 2010, Doug requests another staggering percentage of the HUD Community Development Block Grant (CDBG) funding (50+ PERCENT) to be spent for staff salaries-fringe benefits, travel-training, City vehicle mileage-maintenance, office supplies, telephone, postage-mailing, etc. According to him, $130,000+ is for Program Administration, $221,000 is for Housing Code program delivery (mostly salaries-fringe benefits), plus $17,000 for Housing Rehabiliation program delivery (mostly salary-fringe benefits).
The above does not take into account additional Program Administration plus so-called Program Delivery expenditures from HUD Home Investment Partnerships (HOME) Program, HUD Neighborhood Stabilization Program - Round One, plus HUD Section 8 (Housing Choice Voucher) Administrative Fees. This almost sounds like a Public Employment gimmick?
