Before making their recommendation, CTFR chairperson Nichole Capo and CTFR co-chairperson Edrena Jones will describe the process the committee used to develop the CTFR's recommendation.
To begin this process, a community-based representative steering committee was formed. The committee was comprised of school employees an Parent Teacher Organizations:

The committee's goal was to develop an attendance boundary recommendation that follows community based criteria. The first step was to identify and prioritize the criteria, and use this as a foundation for developing a recommendation:
- Building capacity
- Minimizing disruption of students
- Neighborhood Schools
- Diversity
- Minimizing splits of subdivisions
- Grade Configuration Changes
- Future Growth
- Walkability
The CTFR developed several options and presented them at two community dialogues which were held in November. The results of the community dialogues were considered when the committee developed their final recommendation.
