requesting approval to re-zone the property located at 2717 Yankee Road, Middletown,

Parcel ID: Q6542085000016, approximately 10.5600 per the Butler County Auditor
from D-3 (Medium Density Dwelling Unit District) to I-2 (General Industrial
District).

(c) Confirm Personnel Appointments: Ethan Clark, John
Laswell, Bryce Nartker and David Kaiser- Firefighter-EMT, Department of Public
Safety, Division of Fire Stephen Crank- Patrol Officer, Department of Public
Safety, Division of Police 

(d) To approve a contract with Trane U.S., Inc., of Cincinnati,
Ohio, in the amount of $76,763 to rebuild one
of the chillers located in the Middletown
 City Building

MOTION AGENDA

(a)    To
authorize the City Manager to enter into professional services contract CH2M to
prepare construction plans to upgrade the Kensington Pump Station. 

COUNCIL COMMENTS

LEGISLATION 

1. Resolution No. R2017-02, a resolution requesting the
Auditor of Butler County to advance to the Treasurer of the City of Middletown,
Ohio, taxes assessed and collected for and on behalf of the City of Middletown,
Ohio and declaring an emergency. 

2. Resolution No. R2017-03, a resolution declaring it
necessary to renew a tax in excess of the ten mill limitation for the purpose
to supplement the General Fund for the purpose of making appropriations for
providing or maintaining Senior Citizens Services and/or facilities as set
forth in Ohio Revised Code Section 5705.19(Y) and determining to proceed to
submit the question of renewing such tax to the electors of the City of
Middletown, Ohio, at the election on May 2, 2017, in accordance with Section
5705.19(Y) of the Ohio Revised Code and declaring an emergency. 

3. Ordinance No. O2017-01, an ordinance establishing a
procedure for and authorizing a contract with Easton Telecom for
telecommunication circuits, and declaring an emergency.

4. Ordinance No.
O2017-02, an ordinance authorizing an amendment to the Community Reinvestment
Area Agreement between City of Middletown, Historic Goetz Tower, LLC and
Grassroots Ohio, LLC. (First Reading)

EXECUTIVE SESSION Under the authority of O.R.C. 121.22 (G)
(1) To consider the appointment, employment, dismissal, discipline, promotion,
demotion, or compensation of a public employee or official.

	Found this on the January 3rd meeting notes in the workbook section ...... TO: Doug Adkins, City Manager FROM: Kay Sauer, Human Resources Specialist SUBJECT: APPOINTMENT – INCOME TAX SUPERINTENDENT We are recommending the appointment of MISTY NICELY to the position of Income Tax Superintendent in the Department of Finance, Division of Taxation. Ms. Nicely is currently employed in the department as the Acting Income Tax Superintendent. She will fill the vacancy created by resignation of Sandra Mueller in 2015. Ms. Nicely will be assigned to Salary Range 176, Step C, which provides a salary of $2,455.36 biweekly, $63,839.36 annually. The effective date of the appointment is January 4, 2017. /ks It is good to work in the public sector. Do we need an Income Tax "Superintendent" level and do we need to pay this level almost 64 grand here? Where does this level position itself with a manager's or supervisor's level? Higher or lower and if higher, why not pay less to do this work at another, lower level? Is this really necessary? Why the "interim" tag since 2015 after the resignation? And what would be the "superintendent's" daily job duties in this capacity to earn this salary? Job responsibilities are never spelled out in the promotion letters. Wouldn't this be helpful to whoever approves this to know why they are paying someone 64 grand in this case? I would want to know what the taxpayer is getting for their money before the approval. If the approver has no knowledge to compare pay with job duties, then it becomes yet another rubber stamping episode.

	if this lady is whom I think she is, she is a very nice person who seems very knowledgeable and makes dealing with the city tax dept much less aggravating. Seems competent. We could do a lot worse. Still a pretty generous gig considering bennies. As for the Goetz deal--shame on them haven't talked with anyone who thinks that this deal is good or makes sense
