I call your attention to the following two excerpts from the City Charter:
With especially the highlighted items in mind, I believe it is fair to ask: So WHY is the Mayor doing this, and WHY is the City Manager letting him get away with it??? What the heck is the Mayor doing meeting with and dealing with Duke Energy on the gas line/sewer line matter??? This is especially troubling since the Mayor has demonstrated a lack of expertise in engineering and construction matters during his tenure leading our city.
If the Mayor wants to "manage the city", then let him RESIGN from his postion as mayor and apply for the job as city manager after the statutory wating period has expired.
If the City Manager and her staff cannot handle the job without delegating some of the duties to the Mayor, then let her cede some of her pay back to the city so we can hire an "out-of-town" expert to assist her while we search for a competent city manager and she looks for another job.

Maybe the good mayor is helping to negotiate a loan so Duke can perform the work.
Everyone knows Duke can't do anything due to the storm damage expense from a couple of years ago. And you realize if Duke does the work they will want to raise rates to recoup their money.
