Community Revitalization Hiring Plans & Layoffs??

   How interesting that the jobs of two CDBG-funded Community Revitalization Department staff members (Debbi Fish and Skip Batten) will cease as of 12/31.  Conversely, Mr. Adkins seeks City Council approval to hire two upper level Community Development Division staff (Program Manager and Program Field Supervisor).  Isn't this a bit confusing?  Budget cuts, staff layoffs and new hiring plans?

	It sounds like the ole switch-a-roo. Lay off the two mentioned then turn around and re-hire them at even higher pay and give them a new title. Who will question the need for "program manager & field supervisor"? Sounds impressive to me !!
