   Sometimes they don't know when the cameras are rolling and people ask questions that they would rather not have recorded. Listen to the beginning of this video for that part. 

For my next observation, Why are the lights off for executive session? and how did Dr. Kabathe magically appear with several audience members? 

Lastly, is the meeting adjourned or what when going into executive session? You would think it was their first one. 

Just being funny, no harm meant, only observations.
