Most Butler County schools get students reading proficiently
Middletown City Schools were rated at 42 percent improvement, with 275 out of 655 students improving their reading skills by the end of the year.
Middletown Curriculum Director, Dr. Elizabeth Lolli said that in the past two years, the district has moved to make reading instruction more individualized, with each student assessed three times each year to determine their growth in reading.
“By individualizing and monitoring student progress regularly, the district is able to meet learner needs more effectively,” she said.The district introduced a new phonics program in kindergarten and first grade class rooms this year, and this coming summer, any current K-3 student still on a reading intervention plan will be invited to attend an intensive two week summer program to help them stay on track for the coming school year, Lolli continued.
Middletown is seeing individual growth increase by a year in almost every classroom based on the Northwest Evaluation Association’s Measure of Academic Progress, she added. NWEA is a nonprofit that works to help school districts nationally to improve learning, and the MAP assessment helps determine a students’ progress by asking progressively more difficult questions with each answer child gets right

Don't understand. We all can read the data. We all can come to the conclusion that the MCSD has been abysmal for years and is not making any progress despite all the promises, new "initiatives" and the new schools.
Yet, we are all hardpressed to hear any admissions from the super or anyone in the school district, including the school board, that they are failing on progress, even when the data sits before their eyes.
Incredible denial of the truth IMO. It has been said that the first step in solving a problem is to admit that you have one. Wonder why it is so hard for these people to face reality and admit that it is not the rosy picture they always try to paint and that there is a severe need to try something radically different from the failed attempts of the past? The whole program needs to be changed if any positive progress is to be made IMO. Otherwise, it is business as usual and we all can expect more of the same. When will the community hold these people accountable for the continuous program of failing results?

Thanks to all, including Viet Vet and Ms. Moon, for voting on the library levy as a YES. With the levy passed, Middletown students can gain additional practice and improve scores, by having access to books and more timely access to the library on extended hours. Thanks to both and the citizens.
Thanks also for revealing with 5% voter turnout, the city should put a .5 % tax hike on as a levy in May, and it is guaranteed to pass with at least 80% voting FOR.

The difference being "Fact"Guy the library uses it monies to benefit all citizens-the city takes whatever funds it can grab-legally or not-to benefit a chosen few.

Well now that's an interesting response on your part Factguy. Just a few questions with regard to your crystal ball assessments....
First, how do you know how VietVet and Ms. Moon voted or if they voted at all? Why would you care if you supported it and it passed?
Secondly, with the Library levy passing, how do you know that ANY Middletown student will visit the library, much less pick up a book, read it, and have it lead to improved test scores? A bit of a stretch as to speculation on your part, wouldn't you say?
Thirdly, what is your proof that if the city does place a .5% tax hike on the ballot, that it would pass, especially the part "with 80% voting for it"? People in this city already believe we are all overtaxed with nothing gained in return. Don't flatter yourself with the false premise that it would be that well received by the voters.
Bold, unfounded rhetoric here mister with no substantiated data to support any and all claims. It is possible that all of your statements may just be wishful thinking.

Substantiated proof Mr. Wills? All council members won by over 70% margin of voters. Past two levies passed. Last one on library renewal passed in Middletown precincts with over 85% voting YES.
There will never be another levy defeat in the city of Middletown. Take that one to the bank.

y r u gloating, factguy? levies may pass, but nothing improves u know that no 1 worthy will run 4 Council The current Council is recognized as probably the least-accomplished in memory. We have three seats open next election, and none of the three expiring has any accomplishments to run on. They all need to give it up. We could give them all of our income and property, and they still wouldn't fix anything. Maybe a few dilapidated structures in the former downtown area would be declared "historic" with a few hundred thou given to cronies to "restore" them, and S Main might be declared a national monument---but for most others the downward spiral will continue.
Why gloat about continued waste and failure? r u proud to be a part of it?

You hide behind a screen name while attempting to reveal the name of others on this site? No class, no scruples, no character just like the city official I believe you to be......but then again, I wouldn't expect anything less from people like you. Pompous a--.
Things change over time, including you and your little buddies leaving at some point, Factguy, which means the voting climate could change in this city. The only reason for your high confidence level now is that most people are so despondent concerning the climate you have created in this city that they have totally washed their hands in caring about who runs the dam city. Personally, I'm too angry to stop the aggression toward those running it. You and others like you have screwed this city up badly. There should be no pride in what you and your kind have done here, but then again, you are incapable of feeling any remorse, aren't you.
Council members win easily and levies are passed on a consistent basis because the people who could change it don't register, don't vote and don't care enough to participate. The shear numbers that would overwhelm the MMF voting block are no shows and you and the others count on that happening to get what you want when your pre-programed, brain-washed supporters punch the buttons at the booth. You don't win with a majority, you win because any potential opposition is so apathetic they don't bother. You have destroyed any opposition simply by making the situation so bad, no one cares anymore. Not much to gloat about using those tactics.
Let's clarify here. The library levy passed because of the 20% of the registered voters who turned out, 85% voted yes. Just as with the school levies, the council elections and this library levy, it is still no ringing endorsement for anything proposed in this city. All that have passed have pleased but 10% of the city population. We will never know what the other 90% want as they don't care enough to participate.

Come on fact guy--a simple library renewal levy passed overwhelmingly, while kept under the radar by MJ and everyone involved with how many votes?
U come here representing city govt--and instead of thanking voters and encouraging confidence/support from readership, you gloat and taunt? Is this is how Council/Admin chooses to communicate with caring, tax-paying citizens? I think not--I hope not--if so, serious personnel change is necessary Hard-working private citizens and their business endeavors are the only entities that can turn this town around for longer than a few months IMO
Local govt has not given us results and a very poor roi IMO They have little to boast about and a lot of explaining + fundamental services to provide, and should concentrate in those areas.

Factguy brings up an interesting point and unwittingly revealed the basis for many of the problems in the city. By putting important levies and changes to the city charter on the ballot during spring and off year elections, the city guarantees itself a low voter turnout and a greater chance of passing such initiatives. This is the very definition of "government of the few for the benefit of a few". I have never understood the validity of changing a city charter with an 11% voter turnout. If this is to change, an amendment to the city charter should be added that specifies no election that has less than 50% of the registered voters in the city participating can institute a tax hike or charter change. This would guarantee that important issues will be voted on by a majority of citizens and give validity to those changes. When you keep putting important issues on low turn-out elections, you reinforce the apathy of the citizens. Why would they vote against something if they know you'll just keep putting it on the ballot until it does pass with less than the majority of registered voters participating. And, please don't give me the bs about "they had there chance to vote" because the whole point of placing such levies and changes in off-year and low turnout elections is to limit the participation of the citizens. The only way that you'd get such an issue on the ballot would be by petition because those in power would never advocate for greater citizen participation, no matter what they say to the contrary.

When does hypocrisy become self evident?
Josh Mandell espouses 'we must have transparency' in government while elections are held constitutionally when the lowest voter turnout occurs. Witness the school board levies in February, in May, in August. All to stymie voter turnout. Yet, democrats decry foul on having some sort of voter id to vote, caused by conservatives. Dems feel the pain of the lower and middle class they espouse, while decrying the need to raise cell phone taxes to 18-25%, in Ohio, its greater than 15%, the gas tax, utility payment tax, and on and on.
Bill and Hillary Clinton make north of 130 Mm in a period less than 10 years, with clear correlation of her using her position as SOS to troll for cash for Bill, and Obama creates racial unrest and hatred to churn the next voter turnout of minorities in 2016. Yest, she leads in the polls. It her turn, one must break the glass ceiling. Baltimore run by a Dem admin since the 1930's, with billions of dollars pumped into it, to no avail. Unemployment high, crime high, and the solution espouses is 'we must give more money to tech education, students, etc.' Sounds comparable to Middletown.
This city and this state and this country, is filled with intellectually challenged individuals that have lost their way, have little moral compass, and have completely checked out of proper functionality. A year ago, Middletown brought on board a new city manager using the dictionary of new century vernacular. Disruptive force, game change, re-imagine, paradigm, right-source, and others in a hip vernacular taken out of the Harvard Business Review articles on GE. What has been accomplished? Levies passed, schools stuck on going nowhere, property values shrinking, and roads still a mess. High taxes on property by the way, does not drive house valuation up, it has the opposite effect. A buyer factors into the financial calculus, the cost of taxes associated with library, schools, income tax, and all that makes Middletown and Butler Cty so ridiculously higher than Warren.
All there is for forward thinking is getting worse and the country losing its eminent position by the end of 2099 if not before. Middletown for decades has simply reflective of what is to come of the state and the country. Always the trendsetter. Greed, ignorance, crony capitalism, and other factors brought it down. All the kings horses and all the kings men, won't be Middletown together again. Nor running the rainy day fund down to 15%, driving property values down with all these levy taxes in a depressed demand market, and so many working on the exit strategy.
