The 4-21-2015 AGENDA is still not posted on the city web site.

This is another major problem that I have heard from past concil members..they do not have time to read and research the legislation before they vote and neither does the public.

WE NEED CHANGE

As someone who looks at this prior to each meeting, I get your frustration.

However, I have noticed since Doug Adkins ascension to City Manager that these have posted much earlier than in the past. I've been very impressed.

This meeting is the exception.

Nuisance ordinance put on hold

A proposed ordinance to address chronic nuisance issues has been placed on hold to address concerns brought forward by landlords.

The proposed ordinance, which was slated for final consideration Tuesday, April 21, by Middletown City Council, is designed to keep track of those properties that generate higher than normal calls for city services by way of code enforcement violations and/or criminal activity or other incidents requiring a public safety unit to respond.

City officials have had an ongoing dialogue with the landlord group, also known as the Middletown Real Estate Investors Group, for more than a year discussing mutual issues.

“After several individual discussions, we met today (Monday) with the leadership of the Landlord Group to discuss specific concerns in this ordinance,” City Manager Doug Adkins said in a message to council Monday. “As a result of that meeting, the landlords suggested several edits that clarify what is or is not a violation that would count towards becoming a chronic nuisance. I was pleased that most of the landlords see the value of this legislation and just want to make absolutely sure they know where the line is drawn on what is or is not included and what action they must take to avoid being declared a chronic nuisance property.”

Adkins said as a result of the meeting, the ordinance was being pulled from the agenda and the city would continue its discussions with the landlords to address their concerns.

“This is important legislation and I want to make sure that we make this the best possible ordinance moving forward,” he said. “When the edits are completed, I will likely cover the changes during a city manager’s report at a council meeting and then bring the legislation back to you the following meeting for passage.”

Both Adkins and Steve Bohannon, chairman of the MREIG, said Monday’s meeting was productive with several other landlords who were seeking some tweaking of the ordinance and additional clarifications of its provisions.

“Everything went well,” Bohannon said. “We’re all in agreement that it’s needed and that it’s not picking at landlords but applies to all properties in the city.”
