Re: Moving Ohio Forward Grant Program/ Demolition Guidelines
While information continues to flow and change almost daily on the $75 million grant
program from the Ohio Attorney General’s Office, guidelines starting to spell out how much and how the program will work were issued this week. The initial timing at this point is:
Application Submission Deadline: June 30, 2012, 5:00pm
Grant Award Date: August 1, 2012
Project Completion Date: December 31, 2013
Final Drawdown of Funds: January 31, 2014
Butler County has been allocated up to $2,679,701. The preliminary discussion from the
County is that the money will go predominately to Middletown and Hamilton. The first
$500K does not require matching contributions. In theory, therefore, the two cities
collectively could be required to come up with matching funds of $2,179,701. Split 50/50
between Middletown and Hamilton, Middletown’s share could be $1,089,850.
Federal Funds including HUD funds cannot be used as a match. This can be bypassed by redirecting HUD funds to eligible projects currently being funded by the General Fund and then redirecting General Fund dollars to this project.
The grant program does not permit using grant funds or matching funds for
commercial or industrial projects. It is limited to residential demolition ONLY.
Up to 5% of funds can be used for Administration (staff time) in preparing all of the
demolition paperwork (condemnation orders/bid documents/bid award/ contract preparation/etc.).
If a land bank is created, the land bank will be the Lead Entity for the grant. If the land bank is not created or is created and not funded, local funding could be provided in several ways. Below are three possible scenarios.

If the land bank is created and funded with DTAC, in theory, about $900K would be
generated by the land bank in 2013, reducing the overall match required by all participating cities by +/- $900K.
All of this is preliminary and for information and discussion purposes only. When hard
numbers and timing are developed, staff will take appropriate steps to discuss final funding amounts and accounts and prepare the appropriate legislation to enact Council’s wishes.
