Of course, there is a city council meeting this Tuesday.  (Usually there is NOT a third meeting in the month.)

Nothing is scheduled except for the second reading, and the votes, on several resolutions and ordinances that have been previously discussed.  Of course we never know when they may try to slip something by us, or even substantially change one of the previously “read” items, yet still call it the “second reading” and pass it without the proper number of votes required for an “emergency” to still have it take effect before the end of the year.

I feel certain that the new council members-elect will be in attendance to keep an eye on them to make sure that they don’t put anything over on us taxpayers!!!

Big Section 8 Meeting on Nov. 30 at the Middletown Community Center. Landlords and tenents are not happy with Mr. Adkins or Nelson & Assoc.
Mr. Adkins is going to address all the problems and changes that the City is going to make in this program.  

I'm still betting that the total Nelson & Assoc bill will be greater than what we were paying CONSO..

Last Saturday afternoon, for the first time since the election, I was able to get together with my entire campaign staff for a post-mortem to discuss what we did wrong.  When I asked what everyone thought about my opponent’s message, I think that Finley Jean said it best:  “Buh-ba buh-ba buh-ba, buhba bu-ba buh ba.”  The twins concurred, but Leo took my cane and, holding it like a staff, just muttered something that sounded like "Gandolf" and shouted (I think): “This shall not pass!”

Firefighters, residents and business owners are expected to show up to Tuesday night's meeting of the Middletown City Council, but members of the council won't hear what they have to say.

The City Council is expected to vote on the 2012 budget at Tuesday's meeting, which proposes laying off nine firefighters and closing the Tytus Avenue Fire Station. It wasn't clear whether the budget, as is, would pass.

Middletown City Council member A.J. Smith confirmed that public comments have been taken off the agenda for the meeting.

Middletown City Manager Judy Gilleland refused to talk to WLWT about why the public comment portion of the meeting was pulled. Smith said he was told Gilleland felt Tuesday's meeting was a continuation of the last meeting in which members of the public already spoke.

ANOTHER REASON WHY GILLELAND NEEDS TO BE REMOVED FROM THE CITY MANAGER'S JOB AND REPLACED WITH A MORE CIVIL-MINDED INDIVIDUAL WITHOUT THE ATTITUDE. NO ONE ON COUNCIL WITH A SPINE TO INITIATE HER TERMINATION? FUTILE ANYWAY AS BECKER, MULLIGAN, PICARD, ALLEN, AND NOW MORT AND THE REST OF THE PUPPETS WON'T MAKE WAVES. Middletown council set to vote on budget cuts

    MIDDLETOWN — On Tuesday, City Council will vote on a proposed 2012 budget that calls for broad reductions to public safety and will provide financial direction to — among others — the Middletown Health Department, Weatherwax Golf Course and Robert “Sonny” Hill Community Center.
    The budget proposal was constructed to adhere to state-level funding cuts. A Journal’s analysis of
Middletown
’s general fund data concluded the city’s estimated drop-off of $1.6 million between 2011 and 2012 is the second-largest decline between two years in the past decade.
    The proposal includes roughly $3.7 million in cuts to the city’s budget. Public safety, more than 70 percent of the budget, received the brunt of the cuts.

Here’s how the reductions break down:
    • $1.1 million in non-public safety cuts
    • $2.6 million in public safety cuts, including $1.4 million for police and $1.2 million for fire
“Had it not been for the cuts at the state level, our budget would have grown rather than reduced,” said City Manager Judy Gilleland.
    That scenario was eliminated once the $3.2 million in state cuts was combined with the city’s growing deficit.
   
Division of Fire
   
In reducing its budget from about $9.7 million to $9 million, nine firefighter positions would be lost and Station 84 on
Tytus Avenue could close.
    “The method in which fire service may be provided is still being discussed,” Gilleland said, adding final decisions will be made once the budget is passed.
    Jon Harvey, president of Middletown Firefighters Local 336, said training will continue to diminish along with the time to maintain equipment.
    “When I first came on 16 years ago, you did a lot of work and you did a lot of runs,” he said. “We’re at the point now where all we can do is make runs ... we see our equipment breaking down a lot more.”

Division of Police
   
The police department’s budget of about $12 million will increase by 0.1 percent next year largely because of grant money. More specifically, one federal grant awarded to the department in September will preserve four police jobs for at least three years.
    There are about $1.4 million in cuts proposed for the department and reductions in staff include four patrol officers, a humane officer and dispatcher.
    “We’re taking away some of the specialty positions and reassigning them to the street,” said police Chief David VanArsdale. Specialty positions include special operations and general assignment detectives.

Weatherwax Golf Course
   
Debate swirled around Weatherwax Golf Course’s budget next year. Council members debated selling, maintaining or closing the course.
    Under tonight’s proposal, Weatherwax’s budget grows by about $24,000 to $1.6 million in 2012.
    Most of the additional money, according to Finance Director Russ Carolus, is $50,000 that has been allocated for golf-related capital expenditures.
    There is still about $1 million left to be paid on a renovation project stemming back to the mid-1990s. Officials have said leaving the course open to generate some additional revenue will aid in offsetting those losses.
    Mayor Larry Mulligan said Weatherwax’s future will continue to be questioned if the financial status of the city does not improve.

The Robert “Sonny” Hill Community Center
   
The community center’s original allotment was $162,321 next year but council members voted on Nov. 1 to take about $25,000 from Weatherwax’s budget for the center’s benefit. It’s total budget is now $187,436.
    The actual money spent for the community center was $186,511 in 2010.

Health Department
   
The health fund budget is $680,470 in 2012, according to Carolus.
    The general fund planned subsidy for 2012 is $115,000 — $50,000 less than in 2011 — with the rest of the money coming from fees and state grants.

Roads and Infrastructure
   
About $2 million has been earmarked to go toward road improvements next year, Carolus said. Last year, mostly through grant money, more than $5 million was spent on roads.

Well I have a question for you…Who did you vote for in the last election?
You seem surprised by this action of City Council and Ms Judy yet it wasn’t that long ago when this was the norm at all council meetings. Remember the famous words of Mayor Mulligan “We are not prepared to answer your questions on this matter”. If you think the citizens of
Middletown will have a greater voice with the New City Council in place you had better think again. They will all be voting in lock step for what the City wants not with what the City of Middletown really needs. And when we have just 5 Council Member at large…we the peons of this community will have no voice at all.

Remember there are other methods of voicing your concerns. Also this just didn't drop out of the sky last week. The damage done .The council has stated how sorry they are and it pains them too make cuts. If you didn't know this was coming you need to wake up!! What do you do to fix it now? Council needs to Stepup the Revenue train. Should of, could of, would of ain't cuttin it anymore. Who is our salesman for this city? The government drug addiction has to end. What is the Admin. Doing to increase Revenues?

There are plenty of ways to make voices heard -- SoundOff, letter to editor, emails to council, heck even form your own version of the MMF you scream about on here. But when it comes to not being able to strut, showboat, and make veiled union thug threats on TVM, everyone is then up in arms. This kind of posturing is what gave us the Laura Williams and Schiavone fiascos, along with the many goofs who tried to play to the camera and blabber on for minutes on end during Comments section of Council meetings.

Those who most want to get on the air tonight are the same types whose behavior has resulted in Judy's action here. Reap what you sow.

I agree with Stanky completely. There is no need to showcase Middletown's version of the Wisconsin statehouse. That's all it would be, and I believe the majority of residents know Middletown must make drastic cuts. What is most disheartening is $1.6 Mm is spent on Weatherwax, $2 Mm on road repair. Where are the proper priorities. Sorry about the lack of the show tonight, but we saw enough of that during Issue 2 campaigning and the mess in Wisconsin. Free speech doesn't entail making a mockery and play out of a bi monthly meeting.   

No need for the show: council will use it to rally the passage of the 1.75% levy, and tee up a 2.0% probably no later than 2014.

Well when the public saftey levey ends in 2014, I would have no problem voting to renew it as long as
I know its going to the Police and FIre only. This is going to get worse before it gets any better I hate to say.
I just don't get this citys managment or its council?Censored

Just as a matter of clarification:  The present 0.25% public safety payroll tax expires on 12/31/2012.  This is a fact, NOT hearsay, assumption or conspiracy theory.  The only way that this would change would be by a vote of the citizens of Middletown prior to that date.

Middletown council cuts police, fire jobs

    MIDDLETOWN — Middletown City Council Tuesday night narrowly approved a 2012 budget that reduces public safety personnel by nine firefighters and seven police employees.
    Council signed off on the budget by a vote of 4-3. Mayor Larry Mulligan, and Councilmen Tom Allen, Josh Laubach and Bill Becker favored the 2012 proposal. Councilwoman Anita Scott Jones, and Councilmen A.J. Smith and Dan Picard were in opposition.
    The vote cuts
Middletown
’s budget from $125.9 million this year to $121.7 million in 2012. The city’s general fund will be reduced from approximately $30.6 million to about $28.9 million.
    Throughout the budgeting process, speculation surrounded the future of Fire Station 84 on
Tytus Avenue
. Its closure was an option. However, officials on Tuesday said efforts were underway to keep the station open, but without firefighters.
    City Manager Judy Gilleland said she will be meeting with fire Chief Steve Botts in the coming days to discuss the fate of Station 84.
    “We will have a more firm answer within a week,” she said.
    Jon Harvey, president of Middletown Firefighters Local 336, called efforts to house the station with a two-person medic crew a “shell game.”
    “They’re moving fire equipment out and a medic unit in, so citizens in the south end of town are going to require a longer wait to get a medic unit and citizens in the northeast part of the city are going to have no fire protection,” he said.
    The reductions in public safety employees next year account for 11 percent of the city’s personnel in the fire department and 6 percent in the police department.
    Four police officers will be cut. If not for a federal grant awarded to police in September, the department would have fallen victim to a 9.5 percent cut to its personnel, or four more officers.
    While police positions will be filled through attrition, layoffs were necessary in the case of the fire department.
    Council’s crowded chambers Tuesday night included about a dozen
Middletown
firefighters. Originally, there were no plans to hear public comments as the meeting was seen as a continuation of council’s previous meeting on Nov. 15. A motion from Smith to allow public comments, however, passed unanimously.
    Sharon Cassidy, of
Tytus Avenue
, was one of about 10 who asked council to reconsider the public safety cuts. Officials have said fire cuts will impact response times.
    “Seconds count when it comes to heart attacks, choking victims, drowning and trauma,” she said.
    Council debated a projected $581,000 surplus at the end of 2012. Smith, Picard and Jones questioned whether the city should “bank” that money as public safety budgets are being slashed.

Council members were told that recent state cuts — $3.2 million — take effect over time and a deficit in excess of $1 million is projected in 2013.
    Remaining council members have said deeper cuts would need to be made in the next budgeting process, if not the current one.
    Moving forward, Mulligan said the city should look at different models to provide services.
    “I saw an article — and I think I shared it with most of council — that there was news of local agencies hiring firefighters and
EMS
responders,” he said. “They’re part-time at $13.50 an hour. That’s much different than the service model we have. I’d encourage us to take a good, hard look at that.”
    Also, a public safety levy will go before voters next year. The current quarter-percent income tax is set to expire at the end of 2012. Mulligan said the city will “need to hear from citizens.”
    The form and shape of the levy has yet to be decided.
    “We could increase (the amount), look at a property tax levy, split police and fire — there are a number of different scenarios,” he said. “We decided it was prudent to (first) focus on this year’s budget and then look to the levy.
    “We want to be clear about the message we’re delivering,” he said.

Our City council is living in a fantasy world. I'm being realistic  why did we need to buy all those buildings for Cincinnati State? Why do we keep Weatherwax sell it ,Why do we need the airport as a major hub who has came in no freight or passenger lines.Why did we need to fix all thoses store fronts on central in old downtown? I've seen nothing downtown to bring people into Middletown to shop.Plus we ahve a mall thats like a ghost building no new tenanats people are shopping elsewhere But a few months ago they wanted to spend several million dollars to make it comparable to other Open malls.Then we have to make a bike trail and rumor of a dog park . What this amounts too is spending momney foolishly thingds we can do without can wait use that money for our saftey folks Police and firemen . If they want to spend money on something try getting some jobs here in town that pay more than minimum wage . Finally get rid of Queen judy what do we elect a mayoer and council for but to run the city her sl.aary alone could keep 2 firefighters on the job.

I never realized there was a "Super balanced budget" is that different then a balanced budget? I would like the Admin. to work off a good ole fashion balanced budget. Did all of council get the same memo or what. In regards to citizen comments its real simple you have 3 mins. And as was shown last night the mayor allowed people to go over as did Bob Wells and wonder boy Shiavone which then allows the meeting to get out of hand don't blame agenda how about some adult being able to run a meeting correctly.

Most still don't get it. Council will try a 2.0% levy in 2013. All this posturing on "cuts" is just to set that up. Read again people, you should know this by now:

Hmmm…isn’t this the same City Council that voted for the purchase of all the Thatcher buildings for Cincy State without even spit and a handshake?
The City has lost millions of dollars on this downtown folly already and will continue to do so over the next 5 years. Within 5 years they will be asking we the taxpayers for a 4 million dollar bond to demo these same buildings.
Please don’t forget that City Council passed a 1.2 million dollar bond for the demo of the City Garage and the Swallen’s Building getting the downtown area ready for the
Cincy State deal…but now we are going broke.

I was watching a council meeting several months ago and they approved about $250,000 for uniforms. I do not remember the department these uniforms were for but don’t we pay these city employees enough money to buy their own uniforms…if we are going broke?

Do we really need such a large fleet of City owned Cars…if we are going broke?  

Bottom line…it’s time to cut a few of these little PERKS...if we are going broke.

Over the past two years I have posted the spending of numerous programs and the waste of our tax dollars. It is time that we the tax payers demand that these funds be used to give us the biggest bang for our buck…if we are going broke.

Now the City Council has cut the Fire and Police Departments so we the tax payer will once again pass another Safety Levy….because we are going broke.

Well guess what City Council….WE THE CITIZENS OF
MIDDLETOWN….are going broke while we watch you waste our tax dollars.

$1.6 million for a municipal golf course but we cannot find about $50k to operate a municipal pool. But we were sure able to find the $70k (or whatever the total was) to demolish the pool! Good call on that one.

This is the same song and dance Bill Becker was reciting when he tried to rape the city with a 2.25% tax. They are putting 80% of the street budget, just into Weatherwax. The airport, awaiting some F500 company in 100 years, that will appreciate the magnitude of having an airport nearby. I mean, it really is such an inconvenience to travel to Springboro or West Chester isn't it?

The Super budget is like the Super Committee, it is a play ground. It is code meaning we aren't really going to cut these positions, but we can say we are, so the tax levy is maintained at 1.75%. I need to retain the fellow that always runs so effectively the DEFEAT campaigns in West Chester to help defeat the tax levies and the school's planned levy to replace the schools. West Chester gets it. Middletown buys into these phony rhetoric. A super budget means fake cuts expecting the 1.75% levy to pass.

You know what Middletown's biggest problem is? It spends and wastes money non stop, the taxpayer is losing his shirt on his property value, and the city plays these silly games called "supper budgeting", which means if you don't pass the levy, we might have to make a cut or two. Where is the reneginnering, the process efficiencies? Where is the consolidation.?

The city is SO BROKE it owns a golf course, an airport, and wasted at least $1 Mm on a few classes for a two year community college. It pays 80% of the total street budget, into the golf course? Citizens, may I ask...what is wrong with you all? Are you awake, do you care, or can you think?

I have listened to the budget talks at the meetings and really looked at what they  spend outside of  police and fire. Yes they could cut some things,but their are things like closing the golf course that would cost more money closed than it being open. I THINK THAT EVERYONE CONCERNED SHOULD ATTEND TOWNHALL MEETING WITH JOSH LAUBACH AND CHALLAGE HIM TO THE  IDEAS YOU HAVE.                                                                                                                       

COME ON DAN P.THAT STATEMENT ABOUT WAITING TILL WE ARE OUT MONEY TO CUT!
I WOULD THINK YOU HAVE BETTER BUSINESS MIND THAN   AJ

I find it hilarious that these guys continue to get elected. That they can continue to make waste the City's money, cut services, cut Fire and Police and other City employees. Then in turn the Fire and Police departments will turn around and support them at election time. Senior citizens re-elect them.
Where are all these disgruntled people on election day? I guess that is another plus for allowing your Police and Fire fighters to living out of town. You can make policy against them and they can't vote against you. Nice concept.

I challenge Liarbach to resign! He and Mulligan can go to a far away island and start their own city. How about Tom Allen saying he doesn't care because he won't be there next year?! Glad Becker had his iPad last night to play with since that's all he pretty much did.

Mr.Becker cares as much as Mr.Allen does.How many jobs does Becker have now?Only one that made any sense was MS Scott Jones.

****** BREAKING NEWS ****** The City of Middletown has ruled that there cannot be a Nativity Scene at the City Building this Christmas season. This isn't for any religious reason. A search for a Virgin continues. They simply have not been able to find Three Wise Men in City management. There was NO problem, however, finding enough asses to fill the stable !!!LOL

Lets not forget that ONLY 5 people ran for council this time around, thankless job.  I will say that I vote not to replay this meeting on TVM, we should have a say since we pay some of the bills over there, speaking of weatherwax and fancy flowers.

Could not reach anyone by phone at the City Building the other day,
It seems that the employees were dancing and singing in the halls of City Hall and making their annual video. Were they on the clock?
Not a good thing to see, since the night before the City Council stated the the City was going broke.
