For the 24th consecutive year Middletown has earned an award from the Government Finance Officers’ Association. Finance Director Russ Carolus and Joyce McCoy will be honored Tuesday night during the TELEVISED portion of the City Council meeting. According to the association, to receive the award the report must demonstrate a “constructive spirit of full disclosure to clearly communicate its financial story.” Confused

On a completely unrelated note:

Russ will be on hand to provide input to City Council during the NON-TELEVISED, SEMI-SECRET work session portion of the council meeting. This portion of the meeting is designed to demonstrate a destructive spirit of non-disclosure to hide the story of the decision-making process from the public.

I wish that I had the imagination to make this stuff up, folks, but life is stranger than fiction.

Perhaps next week City Council or the City Manager will get an award for their “constructive spirit of full disclosure to clearly communicate with the public.”

If they do, odds are that they will announce it during the TELEVISED portion of the meeting!!! LOL LOL LOL

What a joke. Just like all public awards and false recognition, the idea is to bring about support and sponsorship, so pay levels are high and th public thinks, what a great job our public servants are doing.
 
In this case and recognition, the alternative was you get an award for doing your job honestly or without being caught for fraud ergo going to prison and having the name on the front page for a felony, or you get an award for "constructive discliosure". Well, nonconstructive disclosure is committing a felony. Congratulations City ofMiddletown Finance for either not committing farud, or not getting caught. Totally meaningless award done to sellsalaries, sell a municpality, and sell the public what a great job city employees do when they simply do their job.
 
Its real similar to the private sector annual Award, called "Showing Up For Work On Time And Turning Your Expense Report Without Stealing Company Money." Mark Hurd, CEO of HP BTW, didn't win the award last year, and was fired for padding his expense report (former NCR Dayton CEO.)

And just think about the supposed reason for this award: the "full disclosure to clearly communicate its financial story"!!!
 
If this was true, why can't anyone follow what is going on with OUR money???
Why wasn't it "fully disclosed and clearly communicated" why funds had to be transferred out of and right back into the very same wellfield protection account???
Why wasn't it "fully disclosed and clearly communicated" why it was necessary for $1.27 MILLION that was properly appropriated for the wellfield protection project last year to be RE-appropriated for supposedly the very same project this year???
Why does our legislation so frequently contain references to "accounts of 999" when there are dozens of "accounts of 999" and that does not "fully disclose nor clearly communicate" anything???  They may as well refer to "our magic, mystery slush fund"!!!  That would communicate more than simply saying "accounts of 999".

It is called the Carolus Rotating Appropriations Program or CRAP for short and is meant to keep money moving so as not to be identified as being suspicious to an auditor. and to financially accomodate the program of the moment that is in need of money or to fund a special interest. Impossible to "fully disclose or clearly communicate" how it works because it moves in and out of multiple black hole funds so quickly.
