Since no one is volunteering any information on the NSP-2 funding, is it true that Middletown is not getting the funding they applied for?

Hers is the response I got from Mr. Adkins.
 
We did not receive any NSP2 funding.  HUD has not released the weighting used to make their decision, so we have not been told why we were not selected.  We have asked HUD directly and they have not decided yet whether they intend to release the weighting given to individual applications at all, and have no dates in mind for release of the information should they decide to release it.

Wasn't the number applied for around $19 million that was denied or was this for a different program?
