Gee, for a city that is too "cash-strapped" to even tend a flower bed or two at an HISTORIC cemetery for which they are responsible, it sure seems like they easily found the TIME, MONEY, and personnel to fix up a parking lot for an SELDOM-USED facility in the blink of an eye!!!
 
Why didn't they put the "KEEP OUT AFTER 3 PM AND ON WEEKENDS" signs up here, too???
 
Oops, I forgot.  No one ever GOES here! Never mind!

Mmm...sorry!! This is EXECUTIVE parking!!!  RESERVED for City officials and other IMPORTANT people (like boyfriends) only!!!  For taxpayers they have signs directing you to "park downtown in the city lots and WALK"!!!

I wonder how soon before they put up a fence and gates around this parking area ?
 
You know it's going to attract parking for prostitution and "other" things.  Shocked

We will never know!  You see, as long as they spend less than a certain amount at one time ($10,000 if memory serves--but that's not always a good bet with MY memory) the City Manager can proceed without authorization from anyone.
In other words, if they spend a few grand on grading and leveling in one month; then spend a few grand buying parking bumpers or planters the next, and so on, it all just sort of goes under "MISC."

Bicentennial Commons has a major endowment from donations collected in 1991. Each year, the interest is used to make improvements, like the benches that were added a couple years back.
 
There is a very good chance this was funded through that endowment, not city funds.

This endowmwnt must have a boatload of cash.  It appears that the Park Board (which has no legal authority to spend any money on anything) is preparing to spend upwards of $1,800 for an irrigation system to water the flowers (stolen from Pioneer Cemetery) in these flower pots.

And if there is an endowment for this park, why did we, the taxpayers, have to foot the bill last year when Easy Annie renamed the park after her campaign manager?
