Towne Mall, Franklin, Ohio. (49 percent; $207). This aging structure between Cincinnati and Dayton has been troubled for years, as the owner, CBL & Associates, and local officials have deliberated over whether to tear it down and build something more modern. Towne Mall has one of the highest vacancy rates of any operating mall, with more closed stores than open ones. A decision on the mall's fate is supposed to come soon.

The pending fate of the Towne Mall reminds me of the former NFL quarterback "Dandy" Don Meredith. He used to say to Howard Cosell as a color analyst on Monday Night Football, "turn out the lights, the party's over!"

I can't wait to see the list of "Top Ten BOOMING Former Downtowns"!!!
I expect to see us as #1 on that list, or at least in the top ten, according to what we keep hearing from City Hall.

49% occupancy seems a bit high doesn't it? We must be patient with CBL. Things move very slowly in this town sometimes- he-- most of the time, they don't move at all. Make Towne Mall a casino. It is right at the exit. It would pull from all areas. It is convienient to hotels/ restaurants/some shopping and it would bring revenue in so that Gilleland and her merry men could spend it on anything except what we really need for this town!!! While we're at it, take Mike's suggestion and make the upcoming vacant K-Mart a casino along with the old Target store down on South University. Three casinos would generate alot of cash for this town. Hey- don't stop there. Let's plop a couple of gambling boats down on the river by the West Middletown bridge to liven up the downtown area, fill the Manchester Inn once more, and showcase that asset we call Bicentennial Commons/AK pavillion. There you go- we've redefined the town from a rust belt steel town to the little Las Vegas of the Midwest.

Actually, don't be surprised! If the State okays the "slots in race tracks" deal, I would expect the folks who move and shake Lebanon Raceway to relocate closer to an I-75 exit, midway between Cincinnati and Dayton. Of course, Kohler and the champaign and caviar crowd won't allow such things near Middletown, so all of the jobs and taxes will probably go to Monroe.

Is the Towne Mall ‘endangered’?
Local leaders insist that empty stores offer development opportunities.

MIDDLETOWN — Middletown has made yet another infamous national list.
This time the city was dinged for being home to one of America’s Most Endangered Malls.
The Towne Mall, just off Ohio 122, was given that distinction in an article by Rick Newman, a blogger with U.S. News and World Report.
His report outlined the reasons why some malls are failing across the nation.
Newman said the “sharp recession is clearly accelerating the demise of vulnerable retailers and some of the shopping centers they inhabit.”
He also noted that plunging sales as well as many retailers carrying heavy debt to fund aggressive growth and the current credit crunch that has made cash harder to obtain.
Katie Reinsmidt, of Chattanooga-based CBL & Associates, the owners of the Towne Mall, said this latest story mirrors previous national media reports about Middletown mall.
“We think there’s a bright future for the center and we’re going to keep working toward that,” she said. “We’re also keeping out of the media hype. CBL is not subscribing to the ‘endangered malls’ thought.”
Newman said the first sign of trouble is when an anchor tenant departs a mall, and it is estimated that 10 percent of the nation’s malls could close in the next few years.
Newman used data from Green Street Advisors, the same California firm that the Wall Street Journal Online edition recently used to analyze malls.
According to Green Street’s data, Towne Mall has a 49 percent occupancy rate and sales per square foot of $207.
The firm notes that malls that are struggling have sales per square foot of $250.
City Manager Judy Gilleland said, “The mall has been identified as an area ripe for redevelopment.”
Gilleland said the city is also working with consultants and various stakeholders on a redevelopment plan that is almost completed.
“We’re working with property owners in marketing the site,” she said.
Mike Robinette, the city’s economic development director, said last week that three scenarios are being evaluated by the consultant and the various stakeholders. He expects to have a plan before Middletown City Council by its July 21 meeting.
Ann Mort, co-chair of the Middletown Pride in Action initiative, walks at the Towne Mall and knows at least half of the stores are empty.
“I think it’s time for the Towne Mall to have a different life,” Mort said, adding that one possibility could be to turn it into an elementary school.
Mort said the negative publicity doesn’t help the city’s in its efforts to improve its overall image. “I think you can always make a batch of lemonade,” she said. “I refuse to give up on things. I’m always looking for the silver lining.”

What the hell do we need another Elementary School for. Population in most likely declining as I am sure the 2010 census will show. Bad Idea. That would be putting that piece of land to one of its least productive uses as far as generating revenue for the City.
For all of you people in some type of leadership roll in Middletown, let me spell it out for you very clearly. For the City of Middletown the A-1 need right now is Revenue, cash, money, etc. not pie in the sky "Middletown has a Bright Future", not feel good projects that make some of you tingle when you talk about them, not "we have great parks", not "Middletown is a tree City", not watching yourself on the City's propaganda TVMiddletown channel as we hear about the same program for the 20th time in the last 4 years, etc. It is about this City generating enough revenue TO SURVIVE, not even to grow just to SURVIVE.

If that's the best idea Auntie Ann can come up with for the Mall area, then we need to run her out of town. We need businesses and jobs. No another school. We don't need to plant trees and clean up parks! And we don't need the city pressure washing the fire hydrants! They did every one in my subdivision! How much did that cost. Was that Aunt Annie's idea to beautify Middletown?

That is where You and I disagree. I don't see Middletown ever getting the Revenues needed to maintain the things as they are today. I think we have to reduce cost to fit our Revenues, not adjust revenues up(great if it happened, but I think not!).
This old simple minded Municipal Tsar would reek havoc on the City Finances if I were in charge.
30% of Staff....GONE! Police and Fire would take hits too. All Rec...gone!
Bottom line? Minimal City government. Only the basics. Things some of you would hate such as only Main Roads Plowed in the winter. If you want your Cul de Sac plowed, you and your neighbors get out the shovels.
Revenue will NEVER be adequate in a Dyibg City!

Irisner I agree in cutting costs but to the extent you are talking that is not feasible in all areas at 30%, you also have to find some way to increase revenues. You can cut costs only so far and the cost of the operating the City will still increase beyond what you save in cuts eventually. The 3-4% yearly increases for Public Safety alone is a killer in itself. Then you have the Health Care which employees contribute only 7% toward the premium, while the real world is at about 25%. I agree there are places to cut and adjust but you won't get it out of this admin or Council.

As irisner mentioned, time to face the real world, roll up the sleeves and do the dirty work.
Read the news on state budgets everywhere today---it is unavoidable.
Still--we need jobs to revive area business concerns.
Otherwise NO real tax base--no income, no profits
My interest as of 2day, is just what incentives will be provided to fill the K Mart(Towne Mall etc.) facilities, and will the SAME incentives be offered to local entities in dire straits but still in a staggered survival mode.

They kick everyone out to demolish it and now they are spending money to hire consultants because they can't figure out why there aren't any occupants...
And you can't even see the sign from the interstate so it's not like anyone out of town would ever come.

My examples were just a "taste" of what I would do. Employees only paying 7% of Insurance cost? Well they wil just have to pay more, like all of everyone else! I have no problem being generous with labor when the Cash is rolling in, Hell I am ex-Labor myself!. The sad truth is the Cash is petering out and will continue to do so in my opinion, so we have to do what is necessary,including cuts in Labor cost!
I'll tell you something else that would be unpopular, just how do we justify a full time, highly paid City Manager. Nothing against Judy as I don't know her, but do we really have the income to pay someone like her the nearly 200k? (Ben cost and all else rolled in, probably not far off). I don't see it.
I hope Revenues pick up and hope bright People with good ideas figure out how to make it happen, however I will not hold my Breath!

I agree with Irisner,cuts HAVE to be made. As Irisner said it's not cuts anyone would like but it's a have to situation. Yes we need revenues,we need income from new business & jobs but until that happens you have to have the cuts. Council members themselves could give up their pay to sit on council. It's not like they need the money anyway,it's just blow money to them. Cuts in the police is feasible if done right. All areas can handle cuts,it's the american way.

HUD and other "funny money" Federal bailouts have allowed senior City staff to make some behind-the-scenes personnel/bugetary moves to forestall layoffs and to bolster their penchant for the wrecking ball and housing code heavy-handedness!
These so-called Federal dollars (compliments of Communist China, etc.) that our government is borrowing will not keep "rolling in" forever!
Our children and grandchildren will pay a terrible price for this MISMANAGEMENT!!

Wow! Alot of anger here. Didn't you guys read Eddie's article, paying attention to the last paragraph when Annie Mortimer said the negative publicity (and talk) doesn't help the city in it's efforts to improve its overall image? Now get with it! Think trees and flowers and painting something (for cryin' out loud, get those gutters painted and hey, we didn't pave those alleys for you people to have paint peeling off those garages) Let's see "positive" talk like the Pride In Action group is doing. Start using phrases like "we're looking into it", "we have a plan" and "we have a bright future" as opposed to the "negative talk of "we have too much Section 8", "where's the jobs", "we don't communicate with the public because they don't matter" and "what do you mean we're trying to misuse CDBG money?" You cooperate and communicate with us, the city leaders, and we'll cooperate and communicate with you, just as we demonstrated in the Conversation with Council meeting at the Manchester!
