I call your attention to the following two excerpts from the City Charter:

ARTICLE II
CITY COUNCIL
SECTION 9. POWER OF CITY COUNCIL.
The powers conferred upon municipal corporations by the Constitution of the State of Ohio, the General Assembly of the State of Ohio, or any other body conferring powers to municipal corporations, and such other additional powers which may have been or may be hereafter conferred upon municipal corporations pursuant to law, shall be exercised by City Council, or under its direction, unless the exercise of such powers shall have been expressly conferred upon some other authority or reserved to the people.

ARTICLE III

ADMINISTRATION

SECTION 3. POWER AND DUTIES OF CITY MANAGER.
The City Manager shall be the chief administrative officer and the head of the administrative branch of the City government. He shall be responsible to City Council for the proper administration of all affairs of the City

SECTION 5. CITY COUNCIL NOT TO INTERFERE IN ADMINISTRATIVE DEPARTMENTS.

Except for the purpose of inquiry, City Council and its members shall deal with that part of the administrative service for which the City Manager is responsible solely through the City Manager.

With especially the highlighted items in mind, I believe it is fair to ask:

So WHY is the Mayor doing this, and WHY is the City Manager letting him get away with it???

What the heck is the Mayor doing meeting with and dealing with Duke Energy on the gas line/sewer line matter??? This is especially troubling since the Mayor has demonstrated a lack of expertise in engineering and construction matters during his tenure leading our city.
If the Mayor wants to "manage the city", then let him RESIGN from his postion as mayor and apply for the job as city manager after the statutory wating period has expired.
If the City Manager and her staff cannot handle the job without delegating some of the duties to the Mayor, then let her cede some of her pay back to the city so we can hire an "out-of-town" expert to assist her while we search for a competent city manager and she looks for another job.

Maybe the good mayor is helping to negotiate a loan so Duke can perform the work.
 
Everyone knows Duke can't do anything due to the storm damage expense from a couple of years ago. And you realize if Duke does the work they will want to raise rates to recoup their money.
No more democrats no more republicans,vote Constitution Party !!
