I have heard that the city's inspection company Chase is done June 1 and butler BMHA is doing the inspection sounds like HUD is making the same move on the city that the city did to consoc.

Who said, "Give me the power and I'll make things happen?"

Imagine the hundreds of thousands of dollars spent on city staff, consultants and legal counsel for the FAILED scheme to reduce Section 8 vouchers here. Will our citizenry ever be informed?

Will there be staff cuts due to the loss of the Section 8 Administrative funds? Is it true that CDBG funds are already tapped to the max for administrative and program delivery (HUD parlance for project-based administration) costs? Since most (if not all) HUD/NSP Revolving Loan Funds were siphoned off for the property demolition blitzkrieg, what resources are left for property rehabilitation?

In sum, the kitty is bare and there's so many weed/tall grass lots in the Western half of the city. You've made your mark Community Revitalization Department staff.

Middletown hired a attorney after the so called 2012 MPHA audit as the mayor called it there was more to that investigation than what the city has told us the city manager is quiting or running out of office and Doug Adkins is avoiding this subject of MPHA a true politician at HEART. Doug you want to become city manager tell the city what happen come clean just blame it on Judy she is going out the door anyways this is going to come out with the Dan Tracey case people who have money invested in this city should not be scared to speak out the truth because the city could place a target on there backs.

I believe Doug at one of the Council meetings mentioned all of the termination hearings to remove and reduce the number of vouchers in the city conducted does anybody Rember what the count was of hearings and how many was he successful at his task which lead to a termination of the voucher holder and what was his comments on this process.

Middletown Public Housing Agency Meeting Minutes June 29, 2010 complete the abatement, the unit is in violation of HQS standards until the reduction is complete and no HAP payments will be made until the abatement is complete and passes lead based paint clearance is submitted.  F. HQS INSPECTIONS ‐ consider moving initial HQS inspections away from the Inspection Group and have City of Middletown Building Inspectors complete initial HQS inspections.  Pros       Provides a check and balance on lead based  paint law compliance and property   maintenance code compliance  Cons A property can pass the HQS inspection but fail the Int’l Property Maintenance Code Additional load of about 20 inspections per  month on the City Inspector. Mr. Adkins explained that Tom Huiet, City Inspector is certified to do these types of inspections.  He recommends moving the initial inspections away from The Inspection Group and have City inspectors complete initial HQS inspections.  Ms. Scott Jones wanted a breakdown of how much Mr. Huiet would be paid if these were brought in house.  She voiced concerns of needing both The Inspection Group and City Inspectors and stated we should be able to get rid of one.  She asked for a comparison of everything The Inspection Group currently does and a comparison of what would be taken away.  She would rather have somebody in house if they have the expertise.  Discussion ensued.  Ms. Scott Jones asked to see what The Inspection Group is currently doing, what would bringing it in house take away from them and what Mr. Huiet would be paid.  Recommendation: Move the initial inspections away from The Inspection Group and have City of Middletown Building Inspectors complete initial HQS Inspections.  G. TENANTS – There are currently 111 Section 8 tenants that owe the City water bills.  The current policy calls for termination of assistance for participants who violate the family obligations under the program.  The problem in the past has not been with terminating violators, it has been with finding violators and notifying CONSOC of the violation Pros        Cons Middletown Water Billing Dept. will collect past due Section 8 water bills or tenant will be removed from HCV program. Computer scanning already in place to find criminal/ program violations. Discussion ensued regarding Tenant/Landlord responsibilities for water bills.

Doug forgot to tell MPHA to check and see if at the time of the water bill was created if the voucher holder was on section 8 or if at the present time if they were even responsible per the lease to pay the water bill before they sent out the termination letter and of demand of payment to the city this was clearly a major screw up on Dougs end and was brought to him and Judy at a council meeting but was dismissed by the Council but HUD did not find it so easily to accept by by MPHA.
