Does anyone know if the City of Middletown has written, City Council adopted CONTRACT PROCUREMENT POLICIES??

If policies do exist, what language covers instances where the City Manager or a Department Head may may waive any bidding procedures??

If no policies exist, why not??  And, should the City Manager or a Department Head have such discretion??

Josh, as my Ward 3 City Council representative I'd also like for you to look into this matter as well.
