".....the grants are to

be considered Community Development

Block Grant (CDBG) funds. The grant

program under Title III is commonly

referred to as the Neighborhood

Stabilization Program (NSP). When

referring to a provision of the

appropriations statute itself, this notice

will refer to HERA; when referring to

the grants, grantees, assisted activities,

and implementation rules, this notice

will use the term NSP."

Funny when Forbes named Middletown #10 on the fastest dying City list, everyone at City Hall is, oh they are full of it, it isn't true.   Now when you read the NSP 2 Application you find this:
 

"Each consortium member demonstrates quantifiable and substantial need for this funding as the consortium target geography has been devastated by downturn of the economy and the resulting foreclosure crisis. The City of Middletown, Ohio, for example, is now ranked the 10th Fastest-Dying Town in the United States according to Forbes magazine.1"

 
I guess it is true when you want something, like $20,000,000.00.LOL

NSP2 Application:
 

"As of 2006, the City of Middletown listed current rental properties at just over 9,000 housing units.15 Market projections suggest that the annual renter-occupied housing market should range somewhere between 3,550 and 3,600 units. Middletown currently has over 3,600 subsidized housing units alone without adding additional market driven rental property. We must strive over time to phase out older rental units to be replaced with owner-occupied new construction options. We should strive to bring total rental units closer to the 3,600 units that can be consistently filled by local rental market."

"The Economic Development department reports that companies with higher paying jobs are looking for the more affluent, newer cities with undeveloped land over older, industrial cities. The target geography suffers from older built-out land leading to a lack of spec space which, in turn, makes it very difficult to respond to viable leads. The target geography lacks available large, industrial space with appropriate ceiling height and square footage to be competitive."
 
"Dues to several years of cumulative budget cuts, the City streets in Middletown have not been paved in over 20 years. The Middletown target geography also encompasses or borders 18 brownfield sites totaling approximately 225 acres left from former industrial and/or manufacturing facilities. At an average cost of approximately $2 million each to conduct environmental assessments, remediate and demolish, this represents an unmet need of almost $36,000,000. The closing of these sites over the past few years has resulted in the loss of at least 1,184 jobs in Middletown. In addition, these sites now pose a serious health risk and blighting influence, especially in the low income areas because of their location in areas in historic disinvestment."
 
"Beyond brownfield sites, the City of Middletown also has approximately 50 abandoned and/or blighted commercial sites. With an average cost of $100,000 each to conduct environmental assessments, complete demolition and prepare the site for reuse, the City of Middletown has additional unfunded needs of $5,000,000 to put these sites back into productive use."

GREAT post pacman!!!  And as I pointed out, even though the number $600,000 was bandied about during the discussion of this one to five year "three year plan", there is NO ACTUAL DOLLAR FIGURE included in either the ordinance or the staff report!!!
 
Now remember, Mr. Adkins is a LAWYER, and this is exactly the kind of LOOPHOLE that I fear will make this proposal a fiscal BOMB for exploitation by people that try to say things are already BOOMING, even while they paint a picture worse than Forbes "fastest dying" list did.
 
And all to gain access to TENS OF MILLIONS of DOLLARS, that they STILL refuse to commit to our crumbling infrastructure!!!
 
Something is rotten in the state of Middletown!!!

Pac:  I am amazed!!!  This is exactly what I was trying to warn about when I spoke in OPPOSITION at the publi hearing at the last council meeting.
 
I just cannot understand why the rest of the citizenry is not outraged at the scam that they are trying to pull!!!

Agreed Mike if Council and the City Admin would stop giving the Citizens the Damn DOG and PONY show at every meeting and the "Middletown has a Bright Future" Crap and be straight forward with the Citizens.
 
We have been posting the same thing that Mr. Adkins sent to HUD for years and for years we have gotten we are basically full of Crap from City Leaders and Council.Thumbs%20DownAngry

Pac: MOre importantly, Atkins, Gilleland, Kohler, MMF and company will end up with TENS OF MILLIONS of DOLLARS to spend WHERE EVER and HOWEVER they please via the NSP/CBDG route!  There IS NO limit or checks and balances built into the scam that I spoke against Tuesday night and Council is going along hook, line and sinker!!!
 
The public comment period was "over BEFORE it started", the $600K that he talked about was a red herring and appears NO WHERE in writing, hence the studies for Towne Mall, the million dollar "GAteway" The "WATER feature" and all of the other frivolites they are planning!!!
