OK- I'm reading through the contract that Council will sign with CONSOC.(Page 43 of 141) This is posted on the Council website under 5/5 Agendas. Contract For Professional Services- "The Agency may, with HUD approval, change the number of allocated program vouchers". Doesn't Council, who is suppose to be overseeing this program and supposidly wanting to reduce the number of vouchers from the current 1662, determine how much Section 8 without HUD approval? What if they want to INCREASE the number above 1662? Who would police that as 1662 seems a bit saturated now. Does this "contract" look right to any of you or does it seem that CONSOC holds all the cards and the Council and city has no input at all????? Or am I reading this all wrong? I also don't see anything in the contract that would reduce the $85,000 per month charge to the city if the number of vouchers were reduced. Shouldn't there have been something like that in there? If CONSOC is administering to less vouchers as they are reduced, why should they be paid the full amount?

Vet until such time as the Vouchers start to actually decline I won't believe In a reduction. Under Section V of the agreement the compensation to CONSOC is a percentage of the fees paid by HUD, I am guessing.
If I remember HUD pays a set fee per voucher each month that the voucher is in use. CONSOC get 78% of that and the City 22% if I am understanding the process. So as the Vouchers theoretically go down the amount paid by HUD would go down and CONSOC's fee would go down.
I may be wrong and maybe Perplexed can step in and explain exactly how it works.

Just as a side note to the 5-5 agenda. Page 108 of 141- TV Middletown Contract. Wonder if they're planning on taking Bill Becker's name off the contract as city manager?? I'm sure they will, but you just never know about this bunch. Wonder how they arrived at the $140,000 payment from the General Fund for TV Middletown's service? What do they do for this $140,000??? Wonder how long it's been since they audited the books to justify the payment?? Shouldn't Council be asking these types of questions instead of giving a blank check approval for expenditures?

Hey Vietvet - I think Merrell Wood used to try to get the city to audit and justify payment to TVM - his requests were ignored as are most citizen's inquiries....

We should continuously thank and encourage Pacman, VietVet, 2000+, Vivian Moon, SpiderJohn, Mike Presta, Paul Nagy, Gary Barge, etc., etc. for trying to reform our arrogant, "only bureaucrats-know-best" local government here. Your efforts over the years are deeply appreciated. It's an uphill battle for sure, but not impossible!

Dude--I think that we have turned the corner and are now winning the battle!!
Council/admin has little to no public support.
They have pretty much alienated everyone, and outside of their mutual admiration society, have been cornered. Council meetings are now equal to the comedy hour.
ONE good candidater in each ward, and the city building party will be over.
The mantra for change has only begun with Obama.
The next election wave will be stronger!
And if the current and next groups don't work out, then we will continue replacing EVERYONE until we get th.e proper mix.
The simple Republican/Democrat stranglehold is over!

If the local print media would ever publish the truth on substantial matters of waste, mismanagement, conflict of interest, etc., etc., as they are well aware, all of those "GUILTY CRITTERS" at City Hall would be scrambling like a bunch of spooked rats! It's time for some good old electoral "VERIMIN CONTROL" at One Donham Plaza!
