    Cincinnati council members are being indicted for doing city
government business outside of regular meetings. That violation of
the open meetings Sunshine Law was practiced in Middletown for years and remains their standard of operation.
That’s the reason that citizens have no control over council
whatsoever.
And worse, Doug
Atkins twisted the meaning of the law and held sway over new or naive
council with threat of prosecution if they spoke to any citizen
about city business outside of council meetings.  Other long time
council members knew better but evidently it has served their purpose
too well.

Why isn’t
Middletown Council being prosecuted?
