6. CONSENT AGENDA. . . Matters listed under the Consent Agenda are considered to be routine and will be enacted by one motion and one vote of consent. There will be no separate discussion of these items. If discussion is desired, that item will be removed and considered separately.

(a) Approve City Council Minutes: October 7, October 21 & November 4, 2014

(b) Receive and File Board & Commission Minutes:
Civil Service Commission- September 5, 2014 Park Board- October 6, 2014

(c) Confirm Personnel Appointments:

Joseph McKinney, Part-time Community Security Officer, Division of Police

Brian Blake, Wastewater Treatment Plant Operator

(d) Receive and File Oath of Office: Eric Perkins

(e) Approve the purchase of a 2015 Chevrolet Tahoe for the Division of Police’s K-9 unit from Byers Chevrolet, Columbus, Ohio, in the amount of $29,942.00.

(f) Award a professional services contract to Compass Point Planning, LLC in an amount of $76,140.00 to rewrite our Zoning Code.


7. MOTION AGENDA

(a) To approve the purchase of six police cruisers from Byers Chevrolet, Columbus, OH, in the total amount of $172,314.00.

(b) To authorize the purchase of Calcium Quicklime from Carmeuse Lime and Stone, Inc. for use at the Water Treatment Plant, in the amount of $171.00/ton for truck delivery.

2. Resolution No. R2014-37, a resolution in support of the Warren County I-75 Plan. (2nd 
Reading )

3. Resolution No. R2014-38, a resolution to make adjustments for current expenses and other expenditures of the City of Middletown, Counties of Butler and Warren, State of Ohio, for the period ending December 30, 2014 and declaring an emergency. (Nuisance Abatement Fund)

4. Resolution No. R2014-39, a resolution authorizing an amendment to the employment agreement with Douglas Adkins to serve as City Manager of the City of Middletown and declaring an emergency. |

5. Ordinance No. O2014-59, an ordinance establishing a procedure for and authorizing an 
extension of a contract with ABL Management, Inc. for jail food service. (2nd Reading)

6. Ordinance No. O2014-60, an ordinance establishing a procedure for and authorizing an extension of the contract with the Shannon Chemical Corp. for the purchase of liquid phosphate (Sodium Hexametaphosphate). (2nd Reading)

8. Ordinance No. O2014-62, an ordinance authorizing a contract with Rumpke of Ohio, Inc. for refuse collection and disposal for 2015 through 2017. (2nd Reading)

9. Ordinance No. O2014-63, an ordinance establishing pay ranges, pay policy and benefits for various salaried and hourly classifications within the service of the City. (2nd Reading)

10.Ordinance No. O2014-64, an ordinance establishing pay ranges and certain benefits for employee classifications in the Middletown Department of Health and Environment. (2nd Reading)

11.Ordinance No. O2014-65, an ordinance establishing pay ranges and certain benefits for employee classifications in the Municipal Court. (2nd Reading)

12.Ordinance No. O2014-66, an ordinance establishing a procedure for and authorizing a contract with Polydyne, Inc. for the purchase of polymer for use at the Waste Water Treatment Plant for the year 2015. (1st Reading)

13.Ordinance No. O2014-67, and ordinance changing the zoning classification for six parcels of land located at 902 Crawford Street, including a vacant tract to the west of the alley to a D-3 (Medium Density Dwelling) District. (1st Reading)

76 grand to rewrite the zoning code? No one in the legal area in the city building that can do that as part of their job? Can't Landen do this and be held accountable? Why are we paying to have this done by contracting it out? Why do we have a legal department?

172 grand for six police cruisers but no money to retain personnel?

Is this a newly created position? Is this person a new hire or taken from the police ranks? Aren't all officers "Community Security Officers"? What does this position do, specifically, in the community?

Specifically, what is this "ammendment to employment" for Adkins that requires an emergency? Is this another sweet backroom deal laid out by city hall and cloaked in secrecy?

All questions that council should be asking (but won't) perhaps?


I'm so proud of my hometown and what it has become. Recall 'em all. Let's start over.

Just like the rest of America, the corrupt politicians are doing what ever they want while Americans sit on their couches and worry about things like dancing with the stars and America has talent while it falls in around us. Apathy has sat in and no one should be bothered worrying about trivial crap any more. At this point it's about survival for most of us isn't it?

ORDINANCE NO. O2014-63

AN ORDINANCE ESTABLISHING PAY RANGES, PAY POLICY AND BENEFITS FOR VARIOUS SALARIED AND HOURLY CLASSIFICATIONS WITHIN THE SERVICE OF THE CITY. BE IT ORDAINED, by the City Council of the City of Middletown, Butler and Warren Counties, Ohio: (Effective January 1, 20145 except as otherwise noted.

(F) Assistant City Manager Designation. The City Manager may designate one department head as an Assistant City Manager to serve at the pleasure of the City Manager. Any department head so designated shall continue to perform their duties as a department head, but shall perform additional duties as requested by the City Manager. The Assistant City Manager designee shall serve as the Acting City Manager in the absence of the City Manager. During the term of such designation, the designee shall receive a stipend for each pay period equivalent to four thousand dollars ($4,000.00) per year.

Why do we need an Assistant City Manager?
Everyone needs to read the on-line workbook for the next council meeting that deals with the increases in personnel and payroll

Is this the start of another “GOOD OLD BOYS CLUB” to make sure that we hire the next City Manager from within?
Isn’t this just another way to give a raise and or extra money to the department heads?
Where is all the extra revenue going to come from to pay for these increases in payroll and personnel?

Well I guess Dougie found a house so now he needs more time to get moved. Does any one know where this house is? Maybe he can hire a couple of crack heads to move his stuff. They'll do it for a couple hundred dollars.🙀

For police department that is so tight on money why are then needing a $30,000.00 Tahoe?? O.O
Can't they get a 2014, 2013 or even a 2012 Chevy Tahoe at a reduced price?

And why are we buying it from Columbus? Kinda of a waste in Gas. What about a local Car Dealership?

I guess common sense does not exist in Government.
