MIDDLETOWN With land purchase, city to add downtown parking comment(1) 0 0 0 20By Michael D. Pitman Staff Writer MIDDLETOWN — By agreeing to purchase another piece of downtown, the city has set the stage for additional downtown parking along North Main Street. But one city council member disagrees with the purchase of property to accommodate that project. “I continue to urge my colleagues to exercise restraint, caution and in fact almost altogether stop getting involved with the purchasing and the dealing with property,” said Councilman Josh Laubach. “I feel we continue to leverage out the city in different ways and creating future liabilities.” City Council approved 5-1 the $20,000 purchase of 42 N. Main St., which operated as a car wash this past summer and is owned by Elizabeth Ligon. The plan is to turn that lot with a small, dilapidated building, into parking lot. And if a deal can be consummated with Wausau Paper, which owns an adjacent vacant lot, it can be turned into a sizable parking lot which can accommodate a park and ride location WELL, AT LEAST ONE COUNCIL MEMBER HAS BOTH OARS IN THE WATER ON THIS PARTICULAR SUBJECT. THE REST JUST DON'T GET IT DO THEY? CITY COUNCIL....LAND OF THE LOST. DANNY: "IT CAN BE TURNED INTO A SIZABLE LOT WHICH CAN ACCOMODATE A PARK AND RIDE LOCATION".....TO WHERE? WHO WOULD USE IT IF THEY ARE ALREADY WITHIN WALKING DISTANCE TO MOST LOCATIONS? Vice Mayor Dan Picard disagreed with Laubach in his position concerning the purchase of the Ligon property. “We have the opportunity to get rid of a blighted piece of property in exchange for a parking area that would be desperately needed in the downtown area in the near future to accommodate Cincinnati State,” he said. “I realize by doing this we are obligated to maintain certain items downtown, this being parking spaces, but I think that’s a very small price to pay in return for taking this blighted property and turning it into something which is productive BLESS HIS HEART, DANNY P IS STILL IN HIS OWN LITTLE WORLD. ADMITTING REALITY WILL GO A LONG WAY IN HELPING YOU ELIMINATE ILLUSIONS OF EMBELLISHMENT DANNY. DIDN'T HAPPEN WITH OTHER CITY PURCHASES. HAD TO GIVE AWAY SOME OF THE BUILDING PURCHASES IN THE PAST. STILL HAVEN'T FOUND SOMEONE TO BUY OR TAKE POSSESSION OF THE OLD OLGLESBY-BARNITZ BANK, NOR THE MANCHESTER. GAVE AWAY THE OLD SENIORS CENTER AND THE FIRST NATIONAL BANK BUILDING, DIDN'T YOU? GAVE AWAY THE OLD MASONIC TEMPLE. HOW MUCH PROFIT HAS THE CITY MADE ON ALL COMBINED PURCHASES TO DATE? DIDDLY SQUAT, RIGHT? AND HOW MUCH TAXPAYER MONEY WAS USED TO PURCHASE THOSE SAME "GIVE AWAY" BUILDINGS TO DATE? KINDA IN THE HOLE ON INVESTMENTS DANNY. THE ONLY MONEY PAID BACK WAS THE OLD CG&E BUILDING. THE PARK AND RIDE IS ALREADY IN PLACE. IT'S CALLED THE BUS TERMINAL IN FRONT OF THE OLD JOURNAL BUILDING AND ACROSS THE STREET FROM BEAU VERRE. IT IS CLOSE ENOUGH TO CS TO WALK IN LESS THAN 3 MINUTES. |

Until people in this town opens there eyes and see that are "SPINELESS ONES" only care for the selective few Don't see it getting any better.
Me,myself and I don't see anything wrong with the building that they are wanting to bull doze over. I wonder if there are fuel tanks under ground there? If so going to cost a few more bucks to have them removed. |

Just a thought.....how about the owner of the former service station attempting to sell the building within the private sector first. In this case, it's probably not going to sell due to location/condition. After a period of time, determined by the degree of hazard, they will be required to knock it down at their expense due to EPA issues with the in-ground fuel tanks after they have been determined to be a hazard. (Perhaps the tanks were removed as Ligon had a car detailing place there for years and perhaps had dropped the gas pumping portion of the business). After the owner preps the site for empty lot status, THEN, perhaps the city could do their little park and ride thing much cheaper. Don't see why the taxpayer has to foot the bill for building removal AND tank removal if applicable AND incur the purchase cost while the original owner walks away with money in their pocket. The demo and tank removal is going to be way beyond what the land is worth.
Why does the taxpayer have to pay to prep a private tract of property prior to purchase, just to allow a private owner to make a profit from the purchase? Let the owner prep it for sale for the buyer. |

Correct Vet
While the land fits squarely among city property and alleged needs, The cost of tank removal and EPA approval makes it an expensive purchase/re-hab at a time when we are supposedly cash-strapped. Then again, the current owners can't afford the fix (Unless someone else really owns the property) |

Today's Journal...continuation of Laubach's objection to the city owning property....
Council members Ann Mort and Joe Mulligan said the property will benefit the future of the city. “Whether the city is in or out of the land business, the city ends up with land because people walk way from them whether we want it or not,” Mort said NO THEY DON'T. IF THE OWNER WALKS AWAY FROM THE PROPERTY, THE PROPERTY GOES INTO FORECLOSURE AND THE BANK TAKES POSSESSION OF SAID PROPERTY TO RESELL IT. THE CITY ISN'T FORCED TO TAKE THE PROPERTY. IF THAT WERE THE CASE, THE CITY WOULD OWN AN AWFUL LOT OF HOUSES IN TOWN TOO. WHY DOES MORT AND MULLIGAN THINK THE CITY NEEDS TO GET INVOLVED AT ALL IN UNWANTED PROPERTY. THAT IS BETWEEN THE OWNER ON THE DEED AND THE LENDING INSTITUTION AND A PRIVATE MATTER. NONE OF THE CITY'S BUSINESS....BUT THEY WANT TO MAKE IT THEIR BUSINESS IF THE LAND SUITS THEIR PLANS. STILL DOESN'T EXPLAIN WHY THE CITY INSISTS ON ACTIVELY PURSUING REAL ESTATE INVESTMENTS USING TAXPAYER MONEY WITHOUT TAXPAYER CONSENT. Mulligan said the purchase “is a relatively small investment” with a few benefits, including a better aesthetic look and making it ready for development in the future ON THIS PROPERTY IT MAY BE A SMALL INVESTMENT MULLIGAN BUT HOW DO YOU EXPLAIN THE ENTIRE THATCHER PURCHASE PACKAGE. THAT CERTAINLY WASN'T A SMALL INVESTMENT AND ALL YOU HAVE DONE IS GIVE AWAY MOST OF IT. WHAT DID THE PEOPLE GAIN BY USING THEIR MONEY FOR THE LAND PURCHASES? “I respect Josh’s position that the city needs to be more careful,” he said, “but I think we’re just trying to provide a setting of redevelopment ANOTHER WAY OF MULLIGAN SAYING "I WILL LISTEN TO JOSH JUST TO BE POLITE, BUT WE'RE STILL GONNA DO AS WE DAM WELL PLEASE". |

I don't think this particular purchase is a bad one. Relatively small amount of $$ and a chance to control the usage on a parcel that is very close to Cincy St.

I think the big issue on the investment and price is what it will take to clean it up. If the underground tanks are still there, they have to be removed. This would be very costly. I have not heard anything mentioned from the city stating they are not there - which kind of makes me wonder what they are hiding.

That's fine Stanky, let the city purchase the property, but let the game play out with the owner and EPA with the potential work of removing the tanks and knocking down a dilapidated structure BEFORE the city purchases the property rather than the city (taxpayers) incuring the cost of removal. (Again, why should the taxpayer pay for property prep for sale), for what a private property owner is responsible for? As far as we know, the property is still deeded to Ligon's daughter, right? Let her handle the prep to sell. It may not be a "small amount of money to purchase" if you include the potential building teardown and removal of tanks for EPA compliance. |

Good point about the tanks. In which case I'm surprised the city gave Ligon anything. The should've played hardball with Ligon and warned that the EPA could come a'callin.

I brought that exact point up with someone earlier today. What do you think Gilleland and the Council would say if you or I needed additional parking for a business that we owned, and asked them to provide it for us free of charge??? I'm sure that they'd fall all over themselves to "move", "second", and vote "YES" for us, right???

Even worse than that, Kohler beats normal businesses over the head making them provide more parking than they think they need before they can even apply for a permit. Then he makes them use half of the parking spaces for "landscaping" to hide their business from the public so potential customers can't even find the place!!!

when I was being courted to provide a food market in that area, I was told that I was not going to be able to have any
on-site parking
figure out that one
it is getting crazier down there by the day, while the rest of the city(where actual self-functioning businesses exist)
is totally ignored
and these people want to micro-manage the arrangements for re-do of the east end mall??
