Last night the Mayor implemented a new set of rules and standards for city council. This after Sundays Middletown Journal quoted Mayor Mulligan saying he liked a free flow of ideas and healthily debate and would keep things set that way and see what happens. It looks like the Mayor had a change of heart on the topic.

Just out of curiosity, what would have happened if the majority of council would have disagreed to these rules? Is there a way for the majority of council to overrule the wants of the mayor or does the mayor have the ultimate sayso how it will be on limiting speaking time and placing such harsh restrictions to inhibit free flowing conversation?

while the taking turns thing is a little awkward I would hardly say it is a "harsh restriction".  Members are given plenty of time to share opinions.

Bill it can be restrictive when you go around the table on an important issue and listen to say 3 minutes each of discussion, which is about 20 minutes and in that time listening to the others you develop questions but you have already had you second chance at speaking.
 
Now they are going to vote on whether you can continue the discussion and be allowed to ask your questions or even make a statement concerning what was said.  Just look at last night one more vote and you wouldn't be allowed to ask your question even if it was the deciding factor for your vote.  It is just going from one extreme to another for no reason.  A simple Gavel bang on the table would have put a stop to the mess two weeks ago, instead we get this.  There is no need for it.
 
This is not the House of representatives where 435 people spend more time kissing ass and being sarcastic to each other than they do conducting the countries business.  This is 7 people soon to be 5 who need to interact for the well being of the city and with the Cities Administration.   Which currently is not occurring much of the time.

I don't think the rules are that big of a deal myself.  It establishes order and procedure, and if the rules prove too awkward they can be changed.  The basic point is that at least there won't (or shouldn't be) the talking-over each other that precipitated the last outburst.

Personally, I think it stifles the conversation and once a motion to continue the discussion to answer questions is voted down it is to later to change then.  A more level headed approach would have been to just maintain civil decorum and the Mayor should see it is maintained.  There are bound to be heated discussions at times it is just the nature of the beast.  This seems to be an overreaction, just as the outburst two weeks ago was.

What happens if a council member speaks out of turn or talks to long?  Larry takes away their birthday???

rngrmed, they have to go stand in the corner and wait for those fabulous timer lights to come on, you know the ones that tell us Citizens its time to shut up and sit down.LOL

Are we taking bets on who will be the first to break the "new rules"?  Wonder what happens if a council member was to say something "ridiculous" during their turn causing one of the "4" to speak out of turn?
