The parties came to a fair agreement. It took a lot of work to get to this point. CONSOC will receive 78% of the fee. The City will have an enhanced housing quality inspection program with enhanced criminal background checks, regular reporting, monthly meetings and regular discussions. HUD reminded her that she is the director. They will have enhanced staff management of the program. Staff is currently revising policies in the administrative plan. The contract is for a three-year term and she recommended for approval. Ms. Scott Jones stated she is going to vote no and wanted to explain. During the hearings she voted no and will be consistent. She commended CONSOC for honoring the contract negotiations. Mr. Marconi moved for the adoption of Ordinance O2009-34. Ms. Scott Jones seconded and the motion carried. Personally if this new way of handling Section 8 vouchers gets approval i think CONSOC is going to have to go.

During my two years of employment (2007-2008) with the City of Middletown, Skip Batten of my staff DID NOT conduct Lead-Based Paint Inspections for the 1660 plus Section 8 rental units. One must presume that CONSOC handled this task since the signing of their first Section 8 administrative contract with the City of Middetown in 1990?
Since Mr. Adkins took over Section 8 oversite in March 2009, there's no evidence that Skip or now Tom Huiett conducted these inspections for CONSOC. Since he brought up this little problem, who did he utilize to handle this task?
Now, Mr. Akins tells us that The Inspection Group will have duties other than said inspections. He said that Tom Huiett now has all needed certifications pertaining to Lead-Based Paint. He also talked about this and probably other tasks being handled in house. Go figure?

I believe the only tasks that Mr. Adkins wanted handled in house, if I remember correctly, was the initial Section 8 Housing Inspection and at that time a Lead based paint inspection would take place. He also stated that TIG would handle all renewal inspections.
