Increased Administrative Funding = Staff Cuts??

   How interesting that the Community Revitalization Department is laying off two staff members paid from CDBG funds?  I wonder how Debbi Fish and Skip Batten really feel since the City is receiving $250,000+ in additional administrative funding from HUD this year? 

There's something a bit contradictory in this logic?  Please explain senior City staff?
