Old news. Rehashed story told many times.
History: We have mentioned this many times over the years here on this forum. In the mid 80's, the city asked the voters to raid the street fund to move the money to a more urgent need at the time. The voters approved the money move. Since then, the city has not moved the money back to the street fund as they should have done many years ago. You see the aftermath of that inactivity. Years ago, the city formed a committee to review the street repair situation. They met on the fourth floor of the city building. Many city officials, known people in Middletown and average citizens participated on that committee. Gilleland, Bill Becker, Tony Marconi, some public works staffers and other city employees were there also. Literature was passed out identifying the streets in most need of repair and a prioritization was done on different needs for key streets. A color coded grading system was passed out, with pictorials, as to how the city grades the condition for repair of the streets. Manpower for city departments was published also. I asked why the Public Works had a Director and a Supervisor position to manage an admin and three equipment operators. Thought it a tad bit top heavy on management/worker ratios. Got the old runaround as an explanation. Still have the paperwork.......somewhere. Discussion was done and they didn't like some of the questions being asked by some, namely me. Tony Marconi was grinning from ear to ear as to what was being said and I could tell some on the committee were not accustomed to being asked such point blank questions. Gilleland sat there and didn't say a word. This is talk that has been "beaten to death" with no action after the talk. This meeting didn't go anywhere and I have my doubts that this round of street talk will either. Probably just citizen passification on their part. Imagine that. |

Some of the suggestions made by Adkins included moving the costs of street lighting from the city to property owners as other area communities have done, which would raise about $800,000 a year; placing a 0.25 percent income tax increase that would be dedicated to streets and would generate about $3 million a year; or a property tax increase that would be dedicated for street repairs or improvements. In 2014, one mill of city property tax generated about $620,000, he said.
I thought Miss Judy suggested this plan several years ago to city council that would be $8 or $9 per month addded on to your water bill for street lighting.

Hmmm....Since City Hall wants to merge services with Butler County to save money why do we still have a Health Department? If we closed the Middletown Health Dept those funds could be set aside and used for street repair.
