The city has just received an early Christmas present with this announcement. Now the wait begins for the new selection. Hopefully, they will NOT bring a clone to town. Enough of Gilleland and her town destroying ways.

NOW FOR THE UNBELIEVABLE CRAP FROM MORT.......

Ann Mort, one of the two out-going council members, called Gilleland a close friend and said her retirement is “a loss for the city.”
Mort said Gilleland was effective because she brought “good ideas that were new to the community” and she “cleaned up” some things that had been passed over for decades.
“She has backbone,” Mort said.

AND

When asked about Gilleland’s detractors, Mort said that’s understandable since she was “a woman of power in a steel town. Some of those battles aren’t won yet.”

SO IT WAS A GENDER THING MORT? WRONG. IT COULD HAVE BEEN A MAN AS CITY MANAGER AND IF THEY HANDLED THE JOB THE SAME WAY GILLELAND DID, THEY WOULD HAVE BEEN CRUCIFIED TOO. BEING A TOWN DESTROYER IS GENDER NEUTRAL LADY. TAKE THAT WOMAN-POWER-STEEL TOWN CRAP ELSEWHERE. YOU HAVE A LOT OF NERVE SUGGESTING THAT NOTION. HER UNPOPULARITY CAME FROM HER DEEDS, NOT HER GENDER.

AND THEN YOU HAVE MORE UNINTENDED COMEDY FROM MULLIGAN....

brought “energy and excitement to creative projects that will have a lasting impact” on the city, Mulligan said.
Then he added: “Her experience and expertise will be missed. We have been fortunate to work with her for the past six years.”

YA GOTTA BE KIDDING ME LARRY. MERCY.

Another out-going council member, Josh Laubach, admitted he and Gilleland had “some differences” that they worked through to do “what was best” for the city.
He credited Gilleland for changing the image of the city in a “positive light.”

THIS CITY AND THE PHRASE "POSITIVE LIGHT" DO NOT COMPUTE IN THE SAME SENTENCE. ON THE CONTRARY MR. LAUBACH, SHE HAS DONE MUCH TO DESTROY THE CITY AND TARNISH A ONCE-PROUD IMAGE. WE ARE A LAUGHING STOCK TO MOST SURROUNDING COMMUNITIES. POOR, CRIME-RIDDEN, FED HUD RIDDLED.....NOTHING POSITIVE HERE FOR A LONG TIME. THEY HAVE CREATED THIS SCENARIO JOSH. NO PRAISE SHOULD BE GIVEN.

AND THIS FROM JACKIE PHILLIPS....

She praised Gilleland for her “strong leadership” and said the city made much progress under her leadership. She said Gilleland will leave “a great legacy.”

Jody Bober, assistant director of Cincinnati State Middletown, said Gilleland possessed “grit” that allowed her to push through obstacles.
“You have to be flexible to get things done and she was,” Bober said. “She never gave up and she had a vision and she went after that vision.”

SHE DICTATED BY THE "MY WAY OR THE HIGHWAY" MANAGEMENT MENTALITY. INTIMIDATION AND BULLYING OF CITY WORKERS WAS HER WAY. THAT IS NOTHING TO BRAG ABOUT. WHAT VISION? TO SPEND MONEY FOOLISHLY ON GIVE-AWAY BUILDINGS, ROBBING FUNDS INTENDED FOR OTHER USE TO FINANCE THE DOWNTOWN THEME WANTED BY A SMALL MINORITY OF THE CITY POPULATION AND NEGLECTING THE BASICS FOR YEARS WHILE THREATENING TO GUT THE FIRE AND POLICE DEPTS WHILE BRINGING IN LOW INCOME TO FEED THE CRIME INFESTED AREA OF TOWN AND WATCHING THE HEROIN USAGE GO THROUGH THE ROOF? YEAH, SHE HAD GREAT "VISION" BOBER.

LOOK PEOPLE, THIS WOMAN DID NOT DEMONSTRATE THE THINGS YOU DESCRIBE HERE.

Gilleland said she plans to remain in Middletown following her retirement and pursue various volunteer opportunities.
“I believe that Middletown has a bright future and I look forward to continuing my community service via other avenues,” she said.

I don't think 5 years from now that the citizens of Middletown will look back and think this was a successful period in Middletown's history.
The only real growth and change that I have seen in Middletown over the past 6 years
is the airport using private funding and Miss Judy sure didn't try to help them in any way.

She's decided to stay until June to be sure her but will be covered by the city insurance in case the HUD debacle goes bad. They city is still not out of the woods on that yet inspite what ever Dougie try's to spin. The city council has been sooo snowed by her and Doug they believe what they say,so if you talk to one of them they will tell you "we're ok' we'll see. IMO

The scary part of this is she will be interviewing her own replacement,so council will continue to"rubber stamp"her choice. She'll be hitting the streets to find her "like minded" replacement. IMO

She comes back under a 3 year contract, double dip. Why do you think she surrounded herself with double dippers?

If she has any scruples at all in light of the cuts in safety she SHOULD refuse the salary increase. But of course her SS and retirement is calculated on her final salary, and scruples is something she seems lacking in. Her headstrong mission in the downtown area at the expense of the rest of the city shows that.So we are still screwed for 6 more months.IMO

Shortly after Judy's arrival in Middletown in early 2008, she told me that her knowledge of HUD, affordable housing and community development programs was limited. Six years later, I believe that this earlier self-assessment is still correct. Like Jim Armbruster told me in mid-2008, Judy's hiring was the most regretful decision that he ever made while serving as a member of City Council.

She says she will stay in town to do volunteer work which should be an interesting adjustment for her since she is used to giving orders and having them followed without question. It would be nice if she just sold her house and moved out of town. It seems she would be much happier because she certainly isn't happy now that's obvious.IMO

What? Cincinnati State may employ her, given her track record running this city? Do they not see what we all see when discussing her accomplishments and how she and her followers have decimated this city over time?

Cincinnati State is struggling downtown and has already lowered their first projection numbers to a fraction of the original student population. Doesn't look like they will reach their student signup goals in the five years they have set for a timeline. The projected impact from the college, as to foot traffic downtown, has not happened. The "this will be a success" rhetoric has stopped in the paper. So has the talk from the city as to how CS will increase activity downtown also. Will Gilleland help or will she be the failure she was as a city manager?

Is this a little reward for all she has given them to set up shop? And what would her new title be at the college....Director of on-line classes? Is she qualified for the academic field?

Didn't CS give Thatcher's assistant Bober a position? Was this also a little something something for the Thatcher buildings deal? Was Bober qualified for the academic field? Was there a position created just for her after Thatcher passed away? Dunno.

Please Gilleland, just leave town after retiring. You've done enough damage.

City, township leaders offered new perks in 2014 contracts

BUTLER COUNTY — Taxpayers in Butler County will spend vastly different amounts on salaries, bonuses and perks for city managers or township administrators next year, a Journal-News analysis reveals.
Some city managers and township administrators have inked new contracts that ask taxpayers to compensate their service with bonuses or retirement benefits in coming years.
The Journal-News examined the most recent contracts of the managers who run the cities of Hamilton, Fairfield and Middletown as well as the administrators who oversee Liberty and West Chester townships. Those cities and townships represent the local governments with the biggest populations and budgets in Butler County.
City and township leaders argue bonuses and benefits, such as monthly car allowances or tuition reimbursement, keep highly-qualified candidates in charge...............

Middletown City Manager Judy Gilleland, who will retire in June, also receives smaller perks in her contract. Taxpayers pay Gilleland $125,000 annually, give her a $425 monthly car allowance and put an extra two percent of her salary into a deferred compensation account. When a nationwide search for a new city manager begins next year, Mayor Larry Mulligan said officials will closely examine what type of contract perks to offer the next candidate.
“We’re getting good value for our dollar,” Mulligan said of Gilleland’s contract. “As we move forward, we’re probably going to be engaging an outside search firm, part of that will be looking at salary packages. We’ll evaluate what we can afford.”

WELL MR. MULLIGAN, THERE ARE SOME IN THIS CITY WHO WILL DISAGREE WITH YOU AS TO WHETHER THIS CITY IS GETTING "GOOD VALUE FOR OUR DOLLAR" OR NOT. A $425/MONTH CAR ALLOWANCE? SEEMS A TAD BIT HIGH DOESN'T IT? LET HER PAY FOR THE DAM CAR OUT OF HER $125,000 SALARY WE, THE TAXPAYER ARE PAYING FOR HER TO SCREW UP THIS TOWN. MIGHT WANT TO TELL HER SHE CAN PAD HER "COMPENSATION" ACCOUNT FROM HER OWN PAYCHECK TOO. THESE PUBLIC POSITIONS SURE ARE SET UP NICE AREN'T THEY. THEY ALL HAVE YOU FOOLED INTO BELIEVING THAT YOU NEED TO GIVE AWAY THE STORE TO RETAIN THEIR SERVICES. NO ONE IS AS VALUABLE AS THESE PEOPLE THINK THEY ARE. MAJOR EGOS IN PLAY HERE. SOME MAY BE WORTH THE EXTRAS, MOST ARE NOT. GILLELAND WON'T MAKE A DECISION ON HER OWN AND WHEN SHE DOES, IT'S NOT THE RIGHT ONE FOR THE OVERALL GOOD OF THE CITY. SHE HAS BEEN A FAILURE BUD. FAILED TO HELP LURE DECENT PAYING JOBS TO THE CITY. FAILED TO PROTECT THE ONCE PROUD IMAGE OF THE CITY. FAILED TO REPLACE ALL THAT HAS BEEN DESTROYED BY HER REGIME. FAILED TO BRING IN NEW BUSINESS THAT IS RELEVANT TO OUR DEMOGRAPHICS. FAILED TO PROTECT THE ESTABLISHED BUSINESSES WE DID HAVE. FAILED TO USE TAXPAYER MONEY RESPONSIBLY WITH CITY MONEY HANDOUTS TO SELECTED PEOPLE. FAILED TO DEVELOP OTHER AREAS OF TOWN BY HER DOWNTOWN THEME CONCENTRATION. FAILED TO MAINTAIN THE SAFETY ASPECT OF OUR CITY WITH BUDGET CUTS COMING FOR POLICE AND FIRE. FAILED TO PROJECT THE NEGATIVE ASPECTS OF BRINGING OVERWHELMING NUMBERS OF SECTION 8 TO TOWN. FAILED TO PLACE A HIGH PRIORITY ON CONTROLLING THE RAMPANT HEROIN INTRODUCTION HERE.......MULLIGAN, EXACTLY WHAT HAS THIS WOMAN DONE FOR YOU TO THINK WE RECEIVED A "GOOD VALUE" FOR HER SERVICES? GET HER OFF THE PAYROLL AND GET SOMEONE WITH SOME DAM COMPETENCE IN HERE. IT'S A SHAME SHE WILL COLLECT A DIME FROM RETIREMENT BASED ON HER PERFORMANCE. YOU SURE DO SET THE BAR LOW WHEN YOU PRAISE THIS WOMAN. COUNCIL, FOR ONCE IN YOUR LIFE, STOP BEING HER FOOL. MERCY!
