MOTION AGENDA (a) To authorize the purchase of a Tymco 600 street sweeper from Contract Sweepers & Equipment, in the amount of $212,509.30. 8. COUNCIL COMMENTS II. LEGISLATION 1. Resolution No. R2013-46, a resolution to make adjustments to appropriations for current expenses and other expenditures of the City of Middletown, Counties of Butler and Warren, State of Ohio, for the period ending December 31, 2013. Resolution No. R2013-47, a resolution authorizing the filing of an application with the Department of Transportation, United States of America, for a grant under the Federal Transit Administration Act of 1991, as amended. (2nd Reading)3. Resolution No. R2013-48, a resolution authorizing the filing of applications for CY 2014 with the Ohio Department of Transportation for grants under the Ohio Public Transportation Grant Program. (2nd Reading)4. Resolution No. R2013-49, a resolution to make appropriations for current expenses and other expenditures of the City of Middletown, Counties of Butler and Warren, State of Ohio, for the period ending December 31, 2013. (Annual Budget – 2014) (2nd Reading)5. Ordinance No. O2013-60, an ordinance authorizing the issuance of an Economic Development Revenue Bond, Series 2013 (Middletown Area Senior Citizens, Inc. Project) of the City of Middletown, Ohio, in a principal amount not to exceed $2,500,000, the proceeds of which shall be loaned to Middletown Area Senior Citizens, Inc. (the "borrower") to finance the costs of acquiring, constructing, equipping and renovating the Middletown Senior Center and related improvements, all for the benefit of the borrower and its facilities which are located within the City of Middletown, Ohio, which facilities shall be owned and operated by the borrower; authorizing a financing agreement appropriate for the issuance of the bond and to further secure such bond; authorizing a tax compliance agreement and authorizing other actions in connection with the issuance of such bond. (2nd Reading)6. Ordinance No. O2013-61, an ordinance establishing pay ranges, pay policy and benefits for various salaried and hourly classifications within the service of the City. (2nd Reading)7. Ordinance No. O2013-62, an ordinance establishing a procedure for and authorizing the extension of a contract with Rumpke Inc. for refuse collection and disposal. (2nd Reading)8. Ordinance No. O2013-63, an ordinance authorizing a collective bargaining agreement with the Fraternal Order of Police, Ohio Labor Council (Corrections Officers) for the years January 1, 2014 through December 31, 2016. Ordinance No. O2013-68, an ordinance establishing a procedure for and authorizing an extension of the current contract with Duke Energy Retail Sales, LLC through 2016 and declaring an emergency.14. even worse - i heard they have a lower bid for another brand but decided to pay more for this one based on input from one of the city workers who used to work for the higher priced dealer

I heard the local equipment dealer once again has tried to strongarm the city into buying an inferior product because it is a few dollars cheaper. Cheaper is not always a good thing. Oh and BTW the city has a policy not to buy used equipment. And used sweepers can be a maintenance nightmare if not properly maintained in the years it has been used.

The city did make an exception at the Aug 6,2013 council meeting with Ord.# 02013-39 for the purchase of a 2002 fire aerial apparatus from Green Township as an emergency. Wanted to paste in the ordinance, but the toolbar now lacks that option. WHAT has happened to the posting toolbar? You can no longer paste, change font or color, etc. without major hoops if they even work. John? Adam? Randy? Anybody? |

Now wait a minute. Let's think this through......
The street sweeper has water to go along with those brushes, cleaning our streets, right? Since the streets haven't been taken care of for decades, they are beginning to wear down to the sublayers from the asphalt topcoat through the underlying gravel to the base dirt layer. Since we are now at the base dirt layer on small portions of our city streets, we are starting to grow a nice crop of grass and weeds that really ramp up during our summer months when we notice them the most. The street sweeper has a two-fold effect....it helps clean our neglected streets, washing the asphalt, gravel layer and.....now here's the real advantage.....the water deposited by our street sweeper helps keep our grass and weeds watered during those hot, drought-strickened months. We may want to encourage the city folks to purchase a fleet of riding lawn mowers (or hire some lawn services) to mow the streets as we grow more grass. My hope is that the city folks reading this will feel good about their purchases with nary a guilty thought concerning over or under spending in their further endeavors. Don't let the NAYSAYERS or the.....what's the word they always use when people tell it the way it is and don't blindly agree with stupidity.....oh yeah, DISGRUNTLED people get you down. |

Can we dump Rumpke? I am so tired of there non consistent pickup times and the how they block the roads, and don't pick everything up. Waste Management in Springboro was almost always on time and picked up everything we put to the curb.
