After following this forum for several months and following the struggles of the City, it seems the City Manager Gilleland does not possess the managerial or leadership skills necessary to move the city forward.

Gilleland seems to cobstantly be in reaction mode and as a result the City is rudderless.

She either delegates or hires a consultant to handle every significant challenge apparently do she can hind from any accountability.

Most importantly she has failed to address the problems with her staff. As a result no real progress will be made. Under her leadership (or lack of) the City will just continue to chip at the edges of it's real challenges.

The next Council election should be a referendum on the City Manager.

M29 - I've said for a long time the worst thing that ever happened to this town was the hiring of Gilleland. How in the world she ever managed to get the lucrative pay check she is getting is beyond me.With the financial crisis this town is in her salary should be the first to be slashed.At $132,000 per year she is no where near worth that kind of money.Some top grade managers don't make that salary.
No more democrats no more republicans,vote Constitution Party !!

So, is this the hot topic of the hour. As my good friend Rem1187 brought up many wks ago, who is in charge?  Charter says City Manager. Morale down at city hall, heard not so good. Hour and half to say we don't know if we can fix it (canal). Saw another post about the city should be about service, how about efficiency and making every dollar count. This thread should have 50 or so posts, lets deal with todays problem and focus on who is in charge and handling the payroll. Thnx M29

Gilleland protects the incompetent and ejects anyone that might make her look bad. She is myopic. She has no real experience is managing or leading an organization.

She is very involved in the day-to-day politics of City Council and uninvolved in the day-to-day management of the City.

Middletown's standard for employment are so incredibly low, as long as she is breathing, and hasn't committed multiple felonies, she is going no where. I recall Ron Olson so worried about his renewal contarct as city manager, he was given a position as treasurer in the Lakota district. Then. city council laughed and could not believe he actually thought he would be fired. All you have to do is breath, don't commit murder, and you can stay on by city council votes as long as you want.
 
So, for anyone advocating a change, or employees, if there is a strategy, it isn't to use this forum as a means of pulling the trigger. In terms of politics, there is no greater master of politics than a successful superintendent of schools. If you make the school board happy playing brown nose politics, your gig and tenure is long, when you become  liability or upset them, you are gone. granted, a city manager should be immune from that. but Sam has her knowing who to please to keep her many, many years. I don't think her contributions to the city have been meaningful, but don't have a pulse on how the city workers feel. If she has offended them, enough need to be back-dooring council to get theor votes to remove her.
 
Yes, we all know AJ Smth is the only one who is against her, pretty self evident isn't it. Bill Becker had a nice run and did nothing of import, but got booted when the tax levy failed. Maybe they'll pin her down for failure of the roll-back occurs (keeping fingers crossed that indeed materializes). So, you want her gone? Defeat the levy. The C State deal will not make or break her, that's the Main Street gang hoping to have something to point to that the Phoenix can Rise at least until they are out of office on their own initiative on council, and she has retired.
