DEPARTMENT REORGANIZATION
Council also agreed to reorganize the human resources department as a way to save the city money. There are four employees in the department: one full-time and three part-time Palmer Temps workers. The department analyzed how best to use the Palmer Temps workers.
Palmer Temps rates for providing the part-time staff is the staff hourly rate plus 28 percent, said Noah Powers, manager of the human resources department. These same employees could be hired by the city for about 19 percent, he told council. Discontinuing the use of Palmer Temps will reduce the cost of labor in the human resources division by 9 percent.

IS POWERS THE ONLY MANAGER IN THIS 4 PERSON DEPARTMENT? NO ASSISTANT MANAGER TO HELP HIM OUT AS IN OTHER DEPARTMENTS?

DOES THE 19 PERCENT FOR PERMANENT HIRING VERSUS THE 28 PERCENT THROUGH THE TEMP AGENCY INCLUDE THE COST OF THE BENEFITS PACKAGE FOR EACH NEW HIRE OR JUST THE SALARY OFFERED? HEALTH CARE, DENTAL CARE, EYE CARE, HEARING AND LIFE INSURANCE PREMIUMS ARE SKY HIGH NOW FOR EMPLOYERS AND EMPLOYEES TO SHARE.

Not to mention it is easier to let the part-timers go if you don't need them.  Once they're cemented in as city lifers/employees, that becomes a little harder.
