During last evening's City Council meeting I listened with great interest as senior City staff talked about Community Revitalization Department budget and staffing cuts. In response, I'd like to ask a few questions and provide some intriguing information. FY 2010 Community Revitalization Department Funding Sources
1) HUD Community Development Block Grant (CDBG) Program
Budgeted Funding - $660,000
Actual Funding - $685,000
Budgeted Administrative Funding - $132,000
Actual Administrative Funding - $137,000
Administrative Funding Impact - $5,000 additional funds
Note: CDBG regulations limit up to 20% of funds for administration.
2) HUD Home Investment Partnerships (HOME) Program
Budgeted Funding - $360,000
Actual Funding - $400,000+
Budgeted Administrative Funding - $36,000
Actual Administrative Funding - $40,000+
Administrative Funding Impact - $4,000 additional funds
Note: HOME regulations limit up to 10% of funds for administration.
3) HUD Neighborhood Stabilization Program - Round One (NSP - 1) Stimulus Funds
Funding - $2,144,000
Administrative Funding - $214,000+
Administrative Funding Impact - $214,000+ additional funds
Note: NSP regulations limit up to 10% of funds for administration.
4) HUD Community Development Block Grant (CDBG) Program Stimulus Funds
Funding - $180,000+
Administrative Funding - $36,000+
Administrative Funding Impact - $36,000+ additional funds
Note: CDBG regulations limit no more than 20% of funds for administration.
5) HUD Housing Choice Voucher (HCV) - Program a/k/a Section 8 Rental Housing
Funding - $10,800,000+
Estimated Administrative Funding (City of Middletown)- $300,000+
Administrative Funding Impact - $300,000+ available funds
Note: New contract with C.O.N.S.O.C. increases City administrative funding. |

How interesting that the Community Revitalization Department's proposed 2010 budget calls for a funding cut of 16% compared to 2009. How is this explained since the City is receiving $2.4 million more in HUD funding above last year? Please explain?
