(the "borrower") to finance the costs of acquiring, constructing, equipping and renovating the Middletown Senior Center and related improvements, all for the benefit of the borrower and its facilities which are located within the City of Middletown, Ohio, which facilities shall be owned and operated by the borrower; authorizing a financing agreement appropriate for the issuance of the bond and to further secure such bond; authorizing a tax compliance agreement and authorizing other actions in connection with the issuance of such bond.
