II. LEGISLATION

1. Resolution No. R2012-02, a resolution adopting the applicable portions of the Butler County, Ohio Countywide All Natural Hazard Mitigation Plan (CANHMP) on behalf of the City of Middletown. (2nd Reading)

2. Resolution No. R2012-03, a resolution confirming a determination of the City Planning Commission approving a Planned Use Modification Development Plan for the construction of a 216 unit apartment complex on 22.42 acres on South Towne Boulevard (Parcel No. 07-02-176-050) in a CP (Commercial Professional Office) District. (2nd Reading)

3. Ordinance No. O2012-09, an ordinance authorizing a development agreement with Higher Education Partners, LLC. (2nd Reading)

4. Resolution No. R2012-04, a resolution urging the adoption of Senate Bill 289 ND House Bill 443 and declaring an emergency.

5. Ordinance No. O2012-10, an ordinance renaming the Bicentennial Commons the J. Knight Goodman Bicentennial Commons. (1st Reading)

6. Resolution No. R2012-05, a resolution approving the report of the Assessment Equalization Board relative to objections to the decorative lighting project on South Main Street. (1st Reading)

Ridiculous. As soon as I saw the Journal headline I knew it was this clown. With all this town has to deal with, he wants to add the cost of these bennies? And who is he kidding about attracting best and brighest? First of all, this town isn't hiring anyone because the Kohlers, Judy, Les, etc won't leave. Second, he thinks many of the best candidates are looking for this perk and not looking for, oh you know, a city that is well-run without rampant incompetence, poverty, and potholes? AJ, you're trying to sell a product that is not even on the shelves and which few will want anyway. Memo to councilmembers under the age of 40: New Coke was a disaster.

I would imagine that this is just a formality and has already been approved despite the 64 residents who signed a letter objecting to this complex. I would imagine the city and Cristo are running the show and council will say to hell with the people who were already there and maintaining a residence. I would also imagine they never will attract the targeted "professionals" who will be able to pay $700 a month for a single and $1200 for a three bedroom, and, down the road, this will become a complex filled with low income folks just to recoup on the investment, creating a nightmare for the surrounding residents. JMO

Just don't understand why you would tear down single family houses to construct apt. complex that very few will be able to afford. The added kicker on this is placing the development in a CP zoned area. Is it any wonder why business doesn't move here? When this becomes a Section 8 development, I wonder what kind of logic will be trotted out to "justify" the decision.

TonyB, I thought the property was vacant or am I wrong on that?
 
I don't see a big problem with this.  The property owner hasn't been able to sell it for many years -- no commercial interest.  What's he supposed to do -- wait until the downtown revival is complete and we get a Lexus dealership or Sak's Fifth Avenue there?  And as for the complaining homeowners nearby, how many of them bought their house (modest homes, by the way) because of the zoning of the vacant land nearby?  not many I'm guessing.  I don't think their petition means much.

Bill,

The property is vacant, it's the demolition of houses in town to "get rid of surplus housing stock" only to put up apartments for rent that I see as the problem. If I remember correctly, all the land there was just woods and trees so it wasn't as if there was a rush for the property in the last 30 yrs, anyway. Most of the houses were built before the road was even put through to Henderson. Of course, you wouldn't think much of their petition, has no relevance to you. Ask in another 5 yrs when the apts are section 8 and traffic is up and property values are down.
