Weekly Update to City Council from the City Manager November 7, 2008
Employee Injury Officer Malcolm Tipton was injured chasing an individual wanted on a warrant. He fell and fractured his knee cap, among other injuries. He had surgery this week and will be recuperating for at least 4 – 6 weeks. We wish him a speedy recovery.
Red Light Cameras The proposals for the red light camera vendors were opened on 11/7; we hope to have a recommendation ready for Council in the near future.
Health District Discussion The Mayor, Dave Winfough, Russ Carolus and I met to discuss the timeline for examination of the creation of a Combined Health District with the County, Hamilton and other jurisdictions. We also discussed simply contracting with the County for health services, like the City of Fairfield. The Combined District will take a couple of years or more to work through the system of multiple entities. Contracting with the County is always an option that could be explored much quicker.
My bottom line is to reduce the general fund subsidy to the health department to $100,000 per year or less. Currently we subsidize the health department by $265,000. While we have a great staff and provide high quality health services, my priority would be to spend less in health and more in police, fire and streets.
Our decision was to continue working toward a combined health district, but in the mean time, the subsidy to the health dept. would be reduced each year.
Harassment Prevention Training All employees received harassment prevention training this week. This completes the mandatory training for the year. In 2008, we provided ethics and harassment prevention training for all employees. In 2009 we will provide diversity training for all employees.
Grant Received The Fire Division received a grant from the Middletown Community Foundation for approximately $17,000 to purchase two Stryker "Power Cots" which help to reduce injuries to personnel and allow them to better perform their jobs.
Former Senior Center We are still seeking a use for this building. It is estimated that about $500,000 in work needs to be done to the building.
Event Manager Meeting We are having an event managers meeting this week to discuss city services provided for the various events around town. We want to assist the events in remaining successful and at the same time ensure that there is some consistency in the provision of city services for events. In addition, there may be joint promotional activities that the city or the convention and visitor’s bureau can assist with.
