Butler County EMA Boat
The Butler County Technical Rescue Team (BCTRT), supported by Butler County Emergency
Management Agency (BCEMA), and in conjunction with the Fire and Police organizations in
Butler County, have undertaken the formation of a Regional Water Rescue Team (RWRT). This
team plans to function as a Type 2 Water Rescue Team, as defined by the Ohio Emergency
Management Agency (OEMA) guidelines. The equipment for the RWRT will be stored at Fire
Stations in Oxford, Hamilton, Middletown and the Butler County Sheriff’s Office (BCSO). The
team members, which respond to the incident, are comprised of both Fire and Police agencies.
The RWRT is a division of the BCTRT and a branch of the BCSO which responds at the request of
local Fire and Police agencies for technical rescue assistance. Currently BCTRT has nearly 60
members from various public safety organizations in Butler County, as well as surrounding
counties. This new team will be available to assist any requesting agency in Butler County.”
Middletown Fire and Police have participated in the creation of the Regional Water Rescue
Team and expect to be active participants once that is accomplished.
Atrium Medical Center Chest Pain Accreditation
The Atrium Medical Center recently went through an audit by the Society of Chest Pain
Centers. This was the final step in becoming an accredited chest pain treatment center. Two
paramedics from Division of Fire and one dispatcher from the Division of Police
Communications Center participated in this process and received excellent reviews from the
auditors. They cited our personnel’s professionalism, enthusiasm, and certification as
contributing factors to awarding the Atrium Medical Center the accreditation status. The audit
information now goes before the Society of Chest Pain Centers board for final designation
expected in the near future.
Budget Season
We will have the following budget presentations by department heads at our meeting on
Tuesday, October 19: Finance & Non Departmental, Law, Public Works and Utilities, Capital
Improvements, Community Revitalization, Health Fund and City Manager/ City Council. Please
plan on this taking an hour or two to get through. Again, if Council so desires, we can set
additional sessions to work through details of the budget. Just a reminder, we do have the
MPHA meeting, which we will try to keep to a ½ hour.
Public Works (Sewer) Long Term Control Plan
The City of Middletown continues to work with USEPA on developing a Long Term Control Plan
(LTCP) to limit combined sewer overflows from our combined sewer system. Staff is providing
background information to USEPA as they familiarize themselves with our most recent plan
submittal originally sent to OEPA in 2007. Once USEPA is up to speed on our data and
modeling, we will begin the negotiation phase of the process to establish a final plan. We
anticipate this phase will begin in November.
Typically, LTCP’s are negotiated and approved through consent decrees that bind the local
jurisdiction to specific improvements over a specific amount of time. Affordability is a
component of these negotiations and will be a major factor in the final analysis. Staff has been
working with Brown & Caldwell, our consulting engineers, and Squire Sanders & Dempsey, our
legal consultant, for the past ten years in developing a plan that is acceptable to both the City
and EPA.
Staff and our team of experts intend to provide more background and an update to City Council
at one of the November City Council meetings.
