PURPOSE
To authorize the City Manager to enter into a contract with Barrett Paving Materials for the improvements to University Boulevard between Reinartz Boulevard and Breiel Boulevard.
BACKGROUND and FINDINGS
This project consists of replacing the defective pavement, curb and gutter, and traffic signal upgrades on University Boulevard from Reinartz Boulevard and Breiel Boulevard.
Bids were submitted by three contractors for the project on January 7, 2010 with Barrett Paving Materials submitting the lowest and best bid.

FINANCIAL IMPACT
A grant from the American Recovery and Reinvestment Act (ARRA) will pay for 100% of the construction cost associated with the project up to $2,250,000.
The proposals received for this project on January 7, 2010 ranged in price from $1,829,369.56 to $2,034,485.18. The low bid submitted by Barrett Paving Materials was 15% below the engineer’s estimate.
EMERGENCY/NON-EMERGENCY
Emergency legislation is requested in order to expedite contract requirements required by the Ohio Department of Transportation.

RECOMMENDATION
Staff recommends award of a contract to Barrett Paving Materials in an amount not to exceed $1,829,369.56.
