
The City Council Office is seeking applications for volunteers for the City’s Boards
and Commissions. Applications may be obtained from the Clerk of Council’s office
on the 3rd Floor of the City Building, One Donham Plaza and online at:

Board of Appeals has six positions with terms expiring December 31, 2010:
1 – licensed electrician
1 – person trained in the field of engineering
1 –licensed plumber
1 – licensed HVAC contractor
1 – architect
1 - resident
The purpose of this board is to hear and decide appeals related to orders issued by
City officials related to the Building and Housing Code; to review and approve rules
and regulations concerning the interpretation and application of the Building and
Housing Code; to determine the acceptability of equivalent materials and alternative
construction methods consistent with the Building Code; to oversee the
administration of the examination for licenses; and to conduct hearings regarding the
denial, suspension or revocation of licenses issued by the City. This board meets as
needed, usually an evening meeting.
Citizen Advisory Board to the Middletown Division of Police has two resident positions expiring
December 31, 2010 (both members have served one term and could be reappointed)
This board advises the Chief of Police on matters relating to policy and other matters
of interest between the Division of Police and the community. The board's mission is
to foster open communication and cooperation among the citizens of Middletown and
the Division of Police. Their goal is to be proactive in addressing issues and concerns
that citizens may have with the Division of Police. They work to develop honest and
open dialogue between the community and the Chief of Police so that both the
citizens and the police can better understand each other's role in making the
Middletown community a better place for everyone. This board meets the second
Wednesday every other month at 6:30 p.m.
City Income Tax Review Board has one position expiring December 31, 2010 (member has filled a
vacancy and could be reappointed)

This board is responsible to review decisions made by the Superintendent of
Taxation. Taxpayers who believe a decision by the Superintendent of Taxation is
incorrect or unlawful may appeal to this Board. The Board meets when there is an
appeal and may affirm, reverse or modify the Superintendent’s decision.
Convention & Visitors Bureau Board of Trustees has three positions with terms expiring
December 31, 2010 (two members have filled vacancies and could be appointed to serve a full
terms)
Established through the Bed Tax Policy, the CVB Board of Trustees is comprised of
12 members appointed by Council. The CVB promotes Middletown and its hotels,
restaurants, shopping and entertainment events. The mission of the CVB is to
encourage individuals and organizations to visit Middletown. The CVB maintains a
website, the community calendar of events, visitor guides, maps, and other materials
and assists those planning events in many ways. CVB meets on the second Tuesday
every other month at 8:00 a.m.
Golf Course Commission has three positions with terms expiring December 31, 2010 (two
members have served one term and could be reappointed)
The Golf Course Commission is composed of five members. This Commission
advises the City Council on all matters relative to the Weatherwax Golf Course. This
commission meets as needed.
Health & Environment has one position with term expiring December 31, 2010 (member has filled
a vacancy and could be appointed to serve a full term)
The primary function of the board is to formulate health policy and planning for the
district. There are no requirements for membership on the board except residency in
Middletown, Ohio; however, members are normally selected from the health or
veterinary fields or from regulated businesses. Meetings are held the second
Tuesday each month at 7:30 a.m.
Landmarks and Historic Districts has two positions with terms expiring December 31, 2010.
1- historian
1 - registered architect
The Historic Council was set up as the oversight committee for the City’s Historic
District. It was set in place by an ordinance in 1978 for the preservation, protection,
perpetuation and use of areas, places, structures, works of art, etc. having special
historical or aesthetic interest or value. This Council also reviews and makes
recommendations to the City Council on designations of new historic sites, etc. They
meet as needed.
Park Board has one position with term expiring December 31, 2010 (member has filled a vacancy
and could be appointed to serve a full term)
Established by City Charter, this Board is composed of five members appointed by
Council. Park Board acts as an advisory board for the operation and maintenance of
public playgrounds, playfields and other recreation areas and facilities owned by the
City. Park Board meets at 5:30 p.m. the first Monday of each month.
City Planning Commission has one position with term expiring December 31, 2010 (member has
served one term and could be reappointed)
This Commission determines all questions relating to planning policy of the City,
advises on all matters involving acquisition or disposal of public real estate, advises
in the preparing of a budget for capital improvements and recommends the priority of
acquisition of such improvements. Planning Commission meets the second
Wednesday each month at 6:30 p.m.
Tree Commission has four positions with terms expiring December 31, 2010 (one member has
served one term and could be reappointed; two members have filled a vacancy and could be
appointed to serve a full term; one position is currently vacant)
The Tree Commission is composed of seven members, one of whom is the
Chairperson of Middletown Clean Community. Of the remaining six, one is a member
of the Park Board and one is a representative of Bull’s Run Arboretum. A Public
Works staff liaison is assigned as a nonvoting member of the Commission. They
advise Council on all matters relative to urban forestry in the City, as well as make
recommendations to City Council for developing an urban forestry program. This
commission meets at least quarterly.
The Board of Zoning Appeals has two positions with terms expiring December 31, 2010
1- Builder
1 - Realtor (member has served one term and could be reappointed)
BZA reviews appeals of the Zoning Ordinance and has the power to authorize
variances from the literal enforcement of the requirements of the Zoning Ordinance in
accordance with findings on specific criteria for justification. They meet as needed.
