Weekly Update toCityCouncil from the;City Manager August 23, 2009
Traffic signal removal
With there location of thehospital we studied the intersections of Central Avenue and McKnight and Central Avenue and Alameda. Neither warrants traffic signals now. This is good news as removal of the signals will be a savings to the city and allow traffic to flow more freely along Central We are beginning the removal process this week, which as prescribed by engineering standards includes slowly transitioning from signals to stop signs. The stop signs will be located at McKnight and Alameda and will not stop traffic at Central. We will see changes like these all over the city as we right size our infrastructure. Diversity Training The City will conduct mandatory diversity training for all full‐time employees beginning September 24, 2009. The first training session will be conducted by an outside trainer who will in turn train certain members of staff to complet the training for all other city employees. Budget Season We are currently conducting staff budget meetings. At this time we still need to reduce the 2010 budget by another $600,000 or increase revenues to that extent. Staff is still formulating our recommendation. From the International City Management Newsletter Jacksonville, Florida, Housing Authority Revokes Recent Section 8 Vouchers. I have not heard of Middletown being notified of reduced funding, but it may be possible in light of the following article. The Florida Times‐Union (8/12, Conner) reported that "the Jacksonville Housing Authority is revoking housing assistance for 150 families who recently were issued rent vouchers," after it "got late notification of reduced funding from the U.S. Department of Housing and Urban Development, said Larry Gonzalez, who oversees JHA's Section 8 Voucher Program." The authority's shortfall "amounts to about $1.5 million," and Gonzalez "said HUD instructed the Jacksonville Housing Authority to use its reserves to keep funding the program." According to the Times‐Union, "Around the country, the last‐minute cuts from HUD have left Section 8 agencies scrambling.
Some have even had to cut off people already living in subsidized apartments." In Jacksonville, "Gonzalez said he believes that acting quickly to revoke recently issued vouchers will keep the JHA from having to do the same ting."
