Weekly Update to City Council

Section 8

We have received a draft of the report from the consultant; we will review internally over the next two weeks and then bring the consultant in for a discussion with city council.

Interim ED Director

Bill Murphy and I have made several contacts and will have a plan for an interim ED Director in the next couple of weeks.

Middletown Employee Picnic

Hopefully the Mayor and Council Members will be able to attend the employee picnic this Saturday at Armco Park.  If you need more details please contact Betsy or me. 

School Crossing Guards

in case you hear something about school crossing guards from the schools, while reviewing the police budget I inquired about the crossing guard program.  The Police Department did a bit more research and found that most schools pay the entire cost of the crossing guards, in Middletown the arrangement is that the city pays half and the schools pay half.  While the half is “only” $17,000, it would be more money for the police budget if the school paid the entire amount.  We have made some initial inquiries with the schools to see if they are willing to discuss the program.  I realize that we are all operating with tight budgets, but we need to have the discussion with the schools.

Portable Waste Collection Containers - Toters

Per the discussion at council meeting, our staff and Rumpke are proceeding with the design of the toter program and hope to have it in place in early 2009.  This will greatly improve the appearance of the community and provide a convenient service to our residents.  The program will phase in, many more details to follow.  Again, the cost will be $1.25 per month.

Ms. Gilleland- on the subject of funding the school crossing guards-from a city budget standpoint, I would suspect that it matters where the money comes from. From a taxpayers viewpoint, we are providing the funds for both the police and the schools. It matters not in that respect, how the program is funded.Saving money on ANY program is what matters to us. As to Section 8-I encourage you and Council to consider unloading as much Section 8 as possible. This program is a blight upon the reputation of Middletown and certainly doesn't help the city in its quest for a better image projection. May you and your city employees have a fine picnic.

ODOT specifies that "Adult crossing guards should be special law enforcement officers appointed by local law enforcement. The local law enforcement agency should be responsible for selection, training and supervision of adult crossing guards" -- therefore, crossing guards are the responsibility of thr POLICE Department. In most municipalities in Ohio, the police department has full financial responsibility for the guards.
