MIDDLETOWN AIRPORT COMMISSION October 7, 2009

I. Approval of Minutes: The minutes for the September 9th, 2009 meeting were approved as presented.
II. Airport Capital Improvements Update:
· The FAA has indicated that the ALP should be reviewed by the end of the month.
· The water and sewer projects: The water line plan has been approved by the EPA for some time. Discussions on the sewer with the EPA have been revolved around the credits for elimination of ground water from the combined sewer system. Scott has identified projects providing enough ground water elimination credits necessary to accommodate the small amount of sewage generated at the airport. The bid process is anticipated to start before the end of the year.
III Airport Manager’s Report:
· The AWOS system was hit by lightning, which took out the AWOS system, the PAPI system and part of the runway lights. Brooks Electric has repaired the systems. Over 2000 ft. of new wire has been run. The wind direction and speed system remains to be repaired. This has been a significant unexpected cost.
· The hay has been taken off the un-mowed areas of the airport. Dingler is in the process of reseeding and fertilizing the large areas at no cost to the airport. In return, he has signed a 6 year agreement to cut the hay off the reseeded areas. In addition he will remove the segmented circle around the wind tee.
· Empower Aviation has taking over the operation of the flight school at MWO. Rich introduced the two flight instructors Francis Mead and Tim Epperhart. Empower has initially based a Cessna 152 and a 172 at the airport. In addition they have access to a Piper arrow and a Piper Seminal for complete training through complex and twin ratings. It was suggested that Middletown TV be contacted to do a story on this new arrangement.
· A new furnace has bee scheduled for the Wedekind hanger.
· Shirley has repaired the roof water leaks on the main hanger.
· There are significant repair and maintenance issues with the Jets hanger. Rich is requesting that the Airport Commission develop a plan to address these issues. They include:
- Drain gutters on both sides of the building need replacement
- The roof has numerous leaks. These leaks are causing deterioration of the some of the insulation and problems in the office area of the building
- Heating is a real issue. The old style heaters do not ignite properly and have no forced air to push the heat from the ceiling down. Heating costs for the hanger are very high.
- The exterior is in serious need of painting.
The airport is in the process of getting bids to repair the gutters on the Jets hanger. The work is to be done in two phases. Total estimated cost is between $20 and $30 K.
After the meeting a tour of the Jets hanger was conducted with the problem areas pointed out.
IV. Misc:
· Work on the City Hanger has pretty much come to a stand still. The CAP volunteer force as dwindled to just the Fugate brothers. The Airport Commission has offered to assist if the CAP will identify where and what help they need.
· Scott pointed out that the members of the Airport Commission are limited to two 4 year terms. Two members, Harry Pratt and Bill Wilmer, have reached that point Application forms were handed out for distribution to residents who may want to apply. Only two members may be non-Middletown residents and those positions are currently filled. The applications need to be turned in by November.
· A copy of the Airport Commission composition and duties as defined by the City Charter was handed out. Per the charter; The Airport Commission shall advise the City Council on all matters relative to the Municipal Airport and air traffic in the City area.

I. Approval of Minutes: The minutes for the October 7th, 2009 meeting were approved as presented.
II. Airport Capital Improvements Update:
· The FAA has indicated that the ALP was sent out for comments and the comments were expected back by now. It’s not clear what the comments entail.
· The water and sewer projects: The request for credits for elimination of storm water has been submitted to the EPA.
· The Airport Capital Improvement Plan and priority breakdown was presented by Scott. Each of the 12 items were reviewed and summarized. The only item to be added was a self serve fuel station. Any additional projects should be submitted at the next meeting. It will be submitted to the FAA on December 15.
III Airport Manager’s Report:
· Corporate traffic is picking up.
· Two T hangers are open.
· Grass mowing is complete. A contract has been signed with Dangler to cut the well field side of the airport. He has disked and planted new grass on the north side of the two runways.
· Repair of the AWOS system which was hit by lightning has been completed, which took out the AWOS system, the PAPI system and part of the runway lights. Brooks Electric has repaired the systems. Over 2000 ft. of new wire has been run. The wind direction and speed system remains to be repaired. This has been a significant unexpected cost.
· Brandstetter Carroll Inc. is evaluating narrowing the grass runway from 300 ft. to 150 ft.
· A new furnace has been installed in the Gillman hanger. The tenant contributed half of the cost.
· The hanger utilities have increased significantly over the last couple of years which has resulted in the need to raise rents by $10 per hanger per month.
IV. Misc:
· Harry pointed out that there were nine street lights were out on Run Way and Wedekind Way and asked how we can get them fixed.
· Work on the City Hanger has pretty much come to a stand still. The question was raised as to whether or not the primer that has been put on the hanger will hold up to the winter weather so that painting can resume in the spring.
· Scott handed out a copy of the maintenance and budget reports for review. These were reports that were requested to provide some understanding of the airport funding and budgeting process. · There was a significant amount of discussion on what the roll of the Airport Commission should be and what functions it should be performing. This is a discussion that will be on going.
