Middletown City Council proposed a 2009 draft budget on August 21, during a discussion following Tuesday's council meeting. The 2009 budget projects $57,338 more in revenues than expenditures and an additional $7.06 million carryover from the cities 2008 $29.8 million general fund budget. This draft budget did not include possible revenues from development of the city's East End or Renaissance District.
Councilman David Schiavone said that everything should be put out on the table in order to look at the priorities, which includes looking at cutting services. The closing of the city jail is currently being looked at, which costs about $1.2 million a year to operate. Councilwoman Anita Scott Jones expressed concerns of cutting services, such as the health department or transit services, and that she needed more specifics and time before she could identify the proper way to go.
"We're in a much better position than we were a few weeks ago,.." says City Manager Judy Gilleland. "The budgets are lean and there's not a lot of room to cut." However Finance Director Russell Carolus siad based on a wide variety of possible scenarios for the budget, that the city could see a posible deficit that would force them to draw from its General Fund budget as early as 2012 if cuts are not made early.
