   Governor Strickland shared his framework for a balanced budget in Ohio in a press release over the weekend. 

 I found the "We Must Avoid Tax Increases" to be very interesting. In part it reads, 

"To achieve a balanced budget without raising taxes, this framework
allows video lottery terminals at Ohio's seven racetracks. This, along
with other non-tax revenue changes, will provide a net $765 million in
new revenue to the state without raising taxes."
