Why not start here with a Hiring freeze, do we really need these positions filled.  How about using some of the jail inmates to clean the buses and do we really need any more admin. at all currently.
 
Job Title: Part-time Bus Cleaner Expires On: 7/25/2008

$10.10 per hour

35 hours per week

Monday through Friday, 4 ? 11 p.m.

 

Applications may be obtained in the Community Service Office, located on the second floor of the City Building, One Donham Plaza, Middletown, Ohio.  Applications will be accepted through Friday, July 25, 2008. EOE/Drug-free Workplace. 

 

 

 

 

 
Job Title: Sr. Administrative Assistant Expires On: 7/18/2008

Seeking a qualified individual to fill the position of Senior Administrative Assistant. This is responsible professional and administrative work in assisting the Health Commissioner in managing the department?s overall administrative function.  Position involves substantial independent judgment and an ability to proceed with administrative matters with minimal direction.  Position maintains accurate financial records of grant/contract monies received and spent and prepares department?s annual budget.  Considerable experience in public relations and administration and advanced computer skills required.  Starting salary:  $38,146 to $50,302 plus excellent benefits.  Application packets may be obtained from the Community Services Office, located on the second floor of City Building, One Donham Plaza, Middletown, Ohio and must be filed by 5:00 p.m. Friday, July 18, 2008.  EOE/Drug-free workplace.

On the Sr. Admin. position- why can't they take this position and split it up? The financial/grant/contracts part of it could go to the finance department and the admin. duties could be split among several existing admin positions so as not to "overburden" any one admin. in the city building.This would save them the $38,000 to $50,000 salary and they could plow this money into, oh, let's see, a street repair fund? Cut all of those assist manager to the manager, assist. director to the director and team leader positions and plow that into the streets also. I agree with the jail inmate idea also. Probably have to have someone supervising the cleaning so they don't take a bus for a joy ride or lay down in the seat and sleep all day. This doesn't look good for a city that is strapped for money.

When times are tough in the private sector it’s common that more is asked of the employees. You know: “Well then work smarter not harder”, “I can’t afford to hire anyone else so figure out how to delegate better”, and the ever popular “I’m sorry but you will just have to stay later”.   Does anything like this happen for public employees?

To be honest with you the way Ohio is setup with its Public Safety Unions it is as if the employees run the show and not the administrators.  In Middletown all the Public Safety employees have to do is turn down the Cities offer and it is off to arbitration eventually all because the Public Safety people have a no strike clause in their contract.  9 times out of 10 the employees win in arbitration.  Then you have the health care benefits, run by the Employees HealthCare Committee  which once again the employees basically determine their own benefits to the tune of about $4.5 million a year.
 
Just within the last 3-5 months it was discovered that there were 72 dependents on the Cities Healthcare Policy that didn't belong.  Not one Council Person was outraged at this when it was mentioned by Sara Mills  at the Council Meeting.  I was and can't believe the Journal did not even make an attempt to do a story on this.  Now if the City had 1000's of employees this would not have been that big of a deal but we are talking how many employees on the Cities HealthCare plan 200-300, I am not really sure how many employees Middletown has.  This was a disgrace if you ask me.  The employees are running the asylum in Middletown.Dead
