2008 Federal Regulations: New regulations issued by ED in October 2008 represent a substantial improvement over previous federal policy. Beginning in School Year (SY) 2010–11, states are required to report a uniform, comparable, and accurate graduation rate known as a "four-year adjusted cohort rate," which measures the percent of students in a ninth grade cohort that graduate with a regular diploma in four years or less. This rate also must be used for determining Adequate Yearly Progress (AYP) beginning in SY 2011–12. The formula is similar to the NGA Compact, but the regulations clarify many of the details that the Compact left undefined.

In addition to a four-year rate, the regulations also permit states to use an additional "extended-year" graduation rate that measures how many students graduate in more than four years, which could be incorporated into AYP calculations. For example, the state could use a rate that measures how many students from an adjusted cohort graduate with a regular diploma within five, six, or seven years.

Compact Rate Definition

The numerator of the Compact Rate is made up of graduates who receive regular or advanced diplomas within four years of entering ninth grade. Students who continue high school in the fall following their expected graduation date or receive General Educational Development (GED) certificates are not considered graduates in the Compact Rate.

The denominator of the Compact Rate is based on tracking a cohort of students who begin ninth grade in a given school year through their graduation year. The denominator of the Compact Rate is adjusted to account for students who transfer in or out of a given student cohort over the next three years. _

The NGA compact formula is as follows:     __graduation rate = on-time graduates in year x_ _ __ 

  (first-time entering ninth graders in year x – 4) + (transfers in) – (transfers out)

I know what you mean Groundswat, trying to find out any info on this graduation formula, you'd think it was a national secret right up there with the location of the nuculear missles.

While the doubling is impressive, the total is depressing.

Can you elaborate on the Journals Report that Middletown High School has a Discipline rate of 60 incidents per 100 students (if I remember correctly)?  That is about 1080 incidents per year.
 
What are the range of incidents that are included in the number? 
Are the incidents being perpetrated by a core group of students? 
How many serious issues are there at Middletown that involved an injury to another student or teacher? 
How many expulsions were there last year? 
How does Middletown compare to other schools in Butler County such as Monroe, Franklin, Madison, etc.?
